. EaBTAiuno bob Wab. ?Tho maxim
quoted by tho President wbun urging
ao appropriation for big ?uns in tho
coast fortifications, "in time 'ox peace
prepare' for War," ia'no doubt wiae and
prudent. .The only question is as to
the beat moaua of preparation. Most
persona would soppOBO tbat it was
more important to national strength
to consolidate tbe affections of n peo?
ple by Jost taws and impartial treat?
ment, than to pot rifled guns on a few
fort?.on tho coatd. It ill more tbau
probable, that these guns would uuver
nend to be fired upon o foreign foe,
though they.might be convenient in
knocking down some of onr own sen
ports. The true way to employ the
opportunities of peaoe in preparation
for war, is to unite tbe hearts of all
sections as they were united in fovmer
times. Who believes that if this were
effected, any nation of the earth or all
of thorn combined, would mske war
opon the Uuited Statub? Such an
effective modo of protecting the coun?

oise of common sense and common
jastiao in the policy of the Govern?

Whereas, information has reached
me tbat grave disorders exist in tbe

County; aud whereas, it appears tbat
the arms of the State are now iu tbe
bands of the individual members of
the State militia io said County, with?
out authority of law or tbe orders of
the Commander-in Chief, and aro
naed in a manner not consistent with
the proper maintenance of the public
peace; aud whereas, it appears that
other armed military organizations ex?
ist in said Oounty, uot authorized by
the general mil'tia law of the State,
nor sanctioned by tbe Commander-in
Chief, which said military organiza?
tions are alleged to be an obstacle at
the present time to the restoration of
good order in said County; and when
no, it io further alleged that tbe said
County is suffering from incompetent
and dishonest County officials:
Now, therefore, I, Daniel H. Cham?

Gommander-in-Cbiof of the military
forces thereof, do make this, my pro?
clamation, whereby I command and
require nil arms and equipments be?

And I do further command and re?
quire all military organisations now
existing in said County, uot formiug a
part of the 8tate militia, nor sanc?
tioned by tbe Commander-in Chief, to
forthwith disband, and henceforth to
neun? from assembling, arming, drill?
ing, paradiug or otherwise engaging
in any military exercises.
And I do further proclaim to all tbo
citizens of said County, tbat the Con?
stitution and laws of the State provide
ample and convenient modes for tbe
1 removal of any public officer, elected
by the people, wbo shall be guilty of
misconduct in office; and tbat the
Governor is ready, at all times, to
listen to any complaints made against
any, officer vrbo holds his office by
" Executive appointment, and upon rea?

to summarily remove or suspend snob
officer.' '
And I do bore'dy enjoin upon all
good citizens of said County, to lay
i aside all' paSbion, to refrain from all
acts tending to proddoe excitement or
ill feeling between different parties or

to joiu in an earnest effort to restore
that good-will towards euch other, and
tbat common regard for public order
and reliance on the peaceful agencies
of the law for tbe redress of wrongs,
which are the chief safeguards of indi?

Animal Depotit. A Cargo of 500 tons

Prof. Wilson, of Baltimore) Md , tars of
this Guano: "By a critical examination of
the analysis ol tho various cargoes yon
havo imported, a striking Toatnre is the
?reut regularity iu the per centagbof the
important constituents essential fcr tho
prodnction of all crops "
Prut. F. A. Genth,of Philadelphia, Peun.,
says: "xbe Guano is evidently of animal
origin, and the ininuto bones ?which wore
dibcovered in the same, indicate that it iu
the result of tho decay of bate, mice. Ac.
The quantity of organic matter which ia
still present is about 12 percent., and thin
yields about 2J per cent, of ammonia. A
portion of ibe nitrogen is present ae nitric
acid, of which about 3 per cent, wero found.
All the nitrogen present wonld be equiva?
lent to about 34 per cent, of ammonia. Tho
pbuspborio acid in the Guano averaged
about 12? per cent., equal tc 27 tl *?er cent,
of Bono Pbos| halo. A conoiderablo.quan
tity ot the phosphorio acid, however, is
present rh so-called neutral Phosphate of
Mine, which, being slightly - soluble in
water, renders the Guano as quick iu its
action as a corresponding quantity of Su?
perphosphates would do. Tho small, per
uentage of potash which was.found iu
analysis adds to its value. From mil' the
experiments which I have made of the
Guanahaui Guano no doubt can exist that
it is a valuable manure*?"
Prof. H. O. White, of the Georgia Btato
