The editor of the Review, a paper
published in Richmond, Ya., in
the interest of the colored people,
says: "Wo have spont ten years in the
South land, in politics, und out of
politics, (although o very poor
politician, and never held the hum?
blest office,) and we have yet to
experience at the hands of Southern
gentlemen even the slightest aot of
discourtesy."
The Columbia correspondent of the
Augusta Constitutionalist writes on the
23d iast.: "$100,000, and over were
funded, today, at the Treasurer's
office, which bonds (the consolodated)
hate already advanced to sixty cento
on the dollar, the coupons of which
are receivable for taxes."
On Sunday night, the 17th inst., the
gin-house of Mr. H. M. Hunter, of
Union, was burned, containing some
eight or ten bales of cotton. Also, on
the same night, the barn and contents,
oonsiBting of long forage and two bales
of cotton, of Newton Bowling, were
destroyed by fire.
A colored ohild, about two yean old,
that had been severely burnt, and
been brought to Darlington for medi?
cal treatment, died while in its mo?

An Okdinance to Raise ?CrPIilES for
thu Fisoaij Year 1875.
Be it ordained by the Mayor and Al?
dermen of the City of Columbia, in Coun?
cil assembled, and by the atdhority of the
same, That a tax to cover the period
from the first day of January, A. D.
1875, to the first day of January, A.
D. 1876, for the sums and in the mnn
ner hereinafter mentioned, shall be
levied, collected and paid into the
Treasury of said city for the nee and
service thereof; that is to say;
Section 1. A tax of 80o on every hun?
dred dollars in value of all real estate
and personal property of every descrip?
tion, owned and need in the city of
Oolnmbia at any time during the said
fiscal year, shall be levied and paid
into the City Treasury for the nse of
the said city: Provided, however, That
no personal property not taxed or
liable to be taxed by the State, shall
be taxed for the serviefe of the said city.
Seo. 2. In addition to the forogoing
taxes, a special tax of $1.00 on every
hundred dollars of the assessed value
of all real and personal property of
every description, owned and used in
the oity of Columbia at any time dur?
ing the said fiscal year, shall be levied
and paid into the city Treasury, to bo
need for the purpose of paying the in?
terest npon the publio debt of said
oity, as provided by Act of the Gene?
ral Assembly, entitled "An Act to au?
thorize tho Mayor and Aldermen of
the oity of Columbia to issuo bonds,
and to negotiate and sell tho same,"
approved Marou 15, 1872: Provided,
however, That no personal property
not taxed, or liablo to be taxed by the
State of Sooth Carolina, shall be taxed
for the ose of said oity.
Seo. 3. There shall bo paid on ve?
hicles the following tax, viz: Upon
each four-wheel pleasure carriage or
barouche, drawn by two or more
horses, $20; npon carriage, buggy, ba?
rouche, gig or sulky, (not used for
hire.) drawn by one horse or mule,
$10: Provided, That the value of
pleasure carriages and other pleasure
vehicles speoifically taxed, be not re?
quired to be returned for taxation as
personal property. Upon each ve?
hicle need for the breaking or exhibit?
ing of horses or mules $25; npon euoh
express company's wagon, drawn by
one horse, $10; drawn by two or more
horsos, $20: Provided, That nothing
herein contained shall bo construed to
extend to wagons, carts or other ve?

Seo. 4t. That eaoh and every person
between the ages of 21 years and 45
years, liable to work on tho streets of
said city, may and shall be excused
from the performance of such duty on
the payment of $2 to the City Clerk
and Treasurer; and, on failure to pay
tho said sum of $5, nt the time of the
payment of their oity taxes, they shall,
when summoned so to do, be required
to work personally upon the streets of
the said city for six days, under the
direction of the Superintendent of the
Streets, or any other person appointed
by the Mayor and Aldermen to take
charge ot and direct them. Any per?
son refusing or neglecting to obey such
summons shall be fined $2 for each
day's neglect of the same, to be reco?
vered by information before the Mayor
and Aldermen iu Council assembled.
And it shall be the duty of the City
Clerk and Treasurer, and of the Chief
of Police, to report to thu said Mayor
and Aldermen all defaulters under this
seotion.
Seo. 5. That euch and every owner
or tenant, or occupant of uuy real es?
tate, npon any street where water is
brought by pipes or otherwise from
the city reservoir, shall pay to the City
Treasury, at the same time with tho
other tuxes imposed by this ordinanoe,
a general tax of $1 for each fifty feet
of frontage where there are buildings,
and one oent per foot of frontage
where there are no buildings upon
lots so taxed: Provided, That overy
lot upon such streets upon whioh uuy
such structure or structures exist, shall
pay a water tax of not less thau $1:
And provided further, That no proper?
ty holder or tenant shall bo charged for
more than ono frontage for property
owned or occupied by him. Any own?
er, or his agent, or occupant of uuy
real estate, upon whose premises water
is brought from the oity reservoir,
shall pay such sums for the ubo of water
as may be assessed by the City Coun?
cil: and an owner, or his agent, or oc?
cupant, failing to make a report of the
hydrant or hydrants used by him or
her, or by any tenant or occupant on
such premises, shall be liable te a Que
at the discretion of the Mayor.
Seo. C. All persons who shall enclose
any streets or parts of streute in the
city of Columbia, by and with consent
of the Council, shall pay an annual
rent of $5 on any street, or part of
any street, so enclosed, or such other
price r.r sum as may be fixed and de?
termined by tho Council; but ?ach
street, or part of street, so eucloscd by
the consent of Connoil, may at any
time be opened by tho order of said
Counoil, anything to the oontrary
herein notwithstanding.
Seo, 7. That if any person or per

such person or persons shall bo assessed
by the City Assessor for and on all his,
her or tbeir taxable property, or other
things tuxed by this ordinance, accord?
ing to the best information ho can ob?
tain of the value of such taxable pro?
perly or other things; and such person
or persons who shall fail, neglect or
refuse to make a return or returns as
aforesaid, or pay the tax thereon on or
before the 15th of February next, shall
be subject to, and pay, iu addition to
said tax, 10 per cent, thereon. And
the said Clerk and Assessor is hereby
required to assess, collect and receive
the taxes and does levied and imposed
by this ordinance, and all arrears of
former taxes or due?, and make a re?
turn thereof, as well as a return of all
persons who shall fail to make a re?
turn and pay the tuxes heroin and
hereby imposed, on the 1st day of May
next, or as soon thereafter as may bo
practicable.
Seo. 8. Tbo Baid Assessor is hereby

just bo to do, as a basis of his estimate,

of every debcriptiou, and of all other
things made by taxation a source of
revenue to the said city by this ordi?
nance, shall be made upon the oath of
the tax-payer, which returns shall be
made by filling out blank forms, to be
furnished on application by the said
Clerk and Treasurer, on or before the
31st day of January, 1875, except as
iu this ordinance otherwise provided;
but that time may be extended by the
Mayor and Aldermen; and the said re?
turns shall embrace every subject or
object of taxation, whether hold by,
or pertaining to, the tax-payer, in his
own right or in a fiduciary eapacity.
Sec. 10. That all persons who may
commenoe a permanent business in the
oity of Columbia subsequent to the
time fixed for making tax returns, pay?
ing the city taxes and procuring an?
nual Hocuses, shall, after the lapse of
one month from opening business,
make returns to the City Clerk of the
value of the stock and other property
employed therein, and pay their taxes
und licenses; tho taxeB on the value of
the said stock and other property to
be oharged for the full fiscal year, but
the licenses to be paid in proportion
to tho remainder of the said year:
Provided, however, That all transient
dealers shall pay tbeir full aunual li?
censes to the close thereof.
Seo. 11. That it shall be, and it is
hereby declared to be, the duty of the
City Assessor to aBsess all tho property

still present in abont 12 per cent., and this
yields about 2J per cent, of ammonia. A
portion of the nitrognn is present as nitric
aoid, of which about 3 per cont. were found.
All the nitrogen present would be equiva?
lent to about 3& per cent, of ammonia. The
phosphoric acid in?tho Gnono averaged
about 12* per cent., equal to 27 8 per cant,
