Seo 8. Tbe said Assessor is hereby
direoted, in assessing for taxation the
amount of salea likely to be made by
auy dealer during tbe year 1875, to as
some, if, in bis discretion, it would be
just so to do, as a basia of his estimate,
the amount of such bates during the
year 1H74, according to the sworn re?
turns thereof of tbe said dealers.
Sec U. That all returns of properly,
of every description, and of all other
tbiugB made by taxation a source of
revenue to the said oity by this ordi?
nanoe, shall be made upon the oath of
the tax-payer, whioh returns shsll be
made by filling out blank forms, to be
furnished on application by the said
Clerk and Treasurer, on or before the
31st day of January, 1875, exoept as
iu tbis ordinance otherwise provided;
but that time may be extended by the
Mayor and Aldermen; and the said re?
turns shall embrace every subject or
object of taxation, whether held by,
or pertaining to, the tax-payer, in hia
own right or iu a fiduciary capacity.
Sbo. 10. That all persons who may

oity of Columbia subsequent to tbe
time fixed for making tax returns, pay?
ing tbe oity taxes and procuring an?
nual licensee, shall, after the lapse of
one mouth from opening business,
make returns to tbe City Clerk of tbe
value of tbe stock and other property
employed therein, aud pay their taxes

be charged for the full fiscal year, but
the licenses to be paid in proportion

Provided, however, That all transient

City Assessor to assess aii tbe property

City Clerk aud Treasurer to collect the
taxes levied thereon, and the per cent,
imposed upon all other things as
