Be it ordained by t/ie Mayor and Al?
dermen of the City of Columbia, in Coun
cd assembled, and by the authority of the
same. That a tax to cover the period
from the first day of January, A. D
1875. to the first day of Jauuary, A
D. 1876, for the some and iu the iqhd
uer hereinafter mentioned, shall bo
levied, collected and paid into the
Treasury of said city for the owe and
service thereof; that is to say:
Section 1. A tax of 80o on every hun?

and personal property of every descrip?

Seo. 3. There shall be paid on ve

each four-wheel pleasure carriage or
barouche, drawn by two or more
horses, $20; upon oarriage, buggy, ba?
rouche, gig or sulky, (not used for
hire.) drawn by one horse or mule,
$10: Provided, That the value of
pleasure carnages and other pleasure
vehicles specifically taxed, be not' re?
quired to be returned for taxation as
personal property. Upon each ve?
hicle used for the breaking or exhibit?
ing of horses or moles $25; upon euoh
express company's wagon, drawn by
one borBo, $10; drawn by two or more
horses, $20: Provided, Tbat nothing
herein contained shall be construed to
extend to wagOBS, carts or other ve
bides going to or from market, and
owned by nou-resideuts of said city,
or of wagons exclusively used for agri
uulturul purposes.
?eo 4. That each aurl every person
between the ages of 21 years und -15

from the performance of such duty on
the payment of $2 to the City Clerk
and Treasurer; and, on failure to pity
the said sum of $5, at the time of the
tiny man t ol their otty taxes, they shall,
when summoned so to do, bo required
to work personally upou the streets of
the suid city for six duys, under the
'direction of the Superintendent of the
Streets, or any other person appointed
by the Mayor and Aldermeu to tuke
charge ol and direct them. Any per?
son refusing or neglecting to obey such
summons shall be fined $2 for each
day's neglect of tbu same, to be reco
vered by information befere tho Mayor
und Aldermen iu Couuoil assembled.
And it shall be the duty of the City
Clerk und Treasurer, sud of the Chief
ol Police, to report to the said Mayor
and Aldermeu all defaulters under this
section.
Seo 5. That euch aud every owner
or tenant, or occupant of auy real es?
tate, upou auy street where water is
brought by pipes or otherwise from
the city reservoir, shall puy to the City
Treasury, at the same time with the
other taxes imposed by thiaordinance,
a general tax of $1 for eaoh fifty feeta
ot frontage where there ure buildings,'
and one oent per foot of frontage
where there uro no buildings npon
lots so taxed: Provided, That every
lot upon Bnoh streets upon whiob any
such structure or strootnres exiat, shall
pay a water tax of not less than $1:
And provided further, That no proper?
ty holder or tenant shall beobargedfor
more than one frontage for property
owned or occupied by him. Auy own?

real estate, npon whose premises water

any streets or parts of streets in the
oity of Columbia, by and with consent
of tho Council, shall pay an annual
rent of $5 on any street, or part of
any street, so enclosed, or ouch other
price or sum at* may be fixed and de?
termined by the Council; bnt each
street, or part of street, so enclosed by
the oonaent of Council, may at any
time be opened by the order of said
Council, anything to the oontrary

directed, in assessiog for taxation the

any dealer during the year 1875, to as?
sume, if, in biB discretion, it would be
just bo to do, as a busis of his estimate,
the amount of suoh saieB during the
year 1874, according to the eworn re?
turn* thereof of the said dealers.
Seo. 9. That all returns of property,
of every description, aud of all other
things made by taxation a source of
revenue to the said city by this ordi?
nanoe, shall be made upon the oath of
the tax-payer, wbioh returns shall be
made by filling out blank forms, to be
furnished on application by the said
Olerk and Treasurer, on or before the
31st day of January, 1875, except as
in this ordinance otherwise provided;
but that time muy be extended by the
Mayor and Aldermen; and the said re?
turns ah all embraoe every subject or
object of taxation, whether held' by,
or pertaining to, the tax-payer, in his
own right or iu a fiduciary capacity.
Seo. 10. That all persons who may
aommence a permanent business in the
city of Columbia, subsequent to the
time fixed for making tax returns, pay?
ing tho city taxes und procuring an?
nual licenses, shall, after the lapse of
one month from opening business,
make returns to the City Clerk of the
value of the stock and other property
employed tbereiu, and puy their taxes
and licenses; the taxeL on the value of
the suid stock und other property to
be cburged for the full fiscal year, but
the licenses to be paid in proportion
to the remainder of tho said year:
Provided, however, That all transient
