origin, and the minute bonna which were

The quantity of organic matter which Is
still present In about 19 per cent., and this
yields nbout 2| per cent, of ammonia. A
portion of the nitrogen Is present aa nitrlo
add, of which about 3 por cent, wero found.

Prof. Charles U. Shepard, Jr., in a recent
analysis of this Gnano, says: "This Guano

An Ordinance to Raise Supplies fub
tub Fiscal Year 1875.
Be it ordained by the Mayor and Al?
dermen of the City of Columbia, in Coun?
cil assembled, and by the authority of the
same,#That a tux to oover tho period
from the first day of Juuuary, A. D.
1875, to tbo first day of Juuuary, A.
D. 1876, for tho sums and in the man?
ner hereinafter mentioned, shall be
levied, collected und paid into the
Treasury of said city for tup nise aud
service thereof; that is to nay:
Section 1. AtaxofSOo on every hun?
dred dollars in vuluo of all real estate
and personal property of every descrip?
tion, owned and used in the oity of
Columbia at aoy time during tbo said
fiscal year, shall be levied and paid
into the City Treasury for the obb of
the said oity: Provided, however. That
no personal property not taxed or
liable to be (ax id by the State, shall
be taxed for the service of the said oity.
Sec. 2. In addition to the foregoing
taxes, a special tax of $1.00 on every
hundred dollars of the assessed value
of all real and personal property of
every description, owned and used in
the oity of Columbia at any time dur?
ing the said fiscal year, shall be levied
aud paid into the oity Treasury, to be
used for the purpose of paying the in?
terest upon the publio debt of said
oity, bb provided by Act of the Gene?
ral Assembly, entitled "An Aot to au
[ thorize the Mayor and Aldermen of
the oity of Colombia to issue bonds,
and to negotiate and Bell the same,"
approved March 13, 1872: Provided,
however. That no personal property
not taxed, or liable to be taxed by the
State oi South Carolina, shall be taxed
for the use of said oity.
Sxo. S. There shall be paid on ve?
hicles the following tax, vis: Upon
each four-wheel pleasure esrrisge or
barouche, drawn by two or moru
horses, $20; upon carriage, buggy, ba?
rouche, gig or sulky, (not used for
hire,) drawn by one horse or male,
$10: Provided, That the value of
pleasure carriages and other pleasure
vehicles specifically taxed, be not re?
quired to be returned for taxation as
personal property. Upon each ve?
hicle used for the breaking or exhibit?
ing of horses or mules $26; upon each
express company's wagon, drawn by
one horse, $10; drawn by two or more
horses, 820: Provided, That nothing
herein contained shall be oonstraed to
extend to wagons, carts or other ve?
hicles going to or from market, and
owned by non-residents of said oity,
or of wagons exclusively used fur agri?
cultural purposes.
Sec 4. That each and every person
between the ages of 21 years and 45
years, liable to work on tbe streets of
said city, may and shall be excused
from tho performance of such duty ou
the payment of $2 to the City Clerk
and Treasurer; and, on failure to pay
the said sum of $5, at the time uf the
payment of their city taxes, they sbull,
wbeu summuued so tu do, be required
tf> ??ork personally upon tho streetn of
! the said oity for six days, under the
direction of the Superintendent of the
Streets, or any other person appointed
by tho Mayor ami Aldermen to take
charge ot and direct tliein. Auy per?

vered by information before the Mayor
and Aldermen iu Council ussombled.
And it shall be the duty of tbo City
Clerk and Treasurer, and of tbe Chief
of Police, to report to the said Mayor
aud Aldermen ull defaulters under this
section.
Sec 5. That euch aud every owner
or tenant, or occupant of any real es?
tate, upon any streot where water is
brought by pipes or otherwise from
the city reservoir, shall pay to tbe City
Troauury, at tho oumo timo with tbe
other taxes imposed by this ordinance,

of frontage where there ure buildings,

lots so taxed: Provided, That overy

oity of Columbia, by and with consent

rent of $5 on any street, or part of

be subject to, and pay, in addition to
said tax, 10 per oent. thereou. And
the said Clerk and As3CSBor is hereby
required to assess, collect and receive
the taxes and does levied and imposed
by this ordinance, and all arrears of
former tuxes or due*, and make a re?
turn thereof, as well as a return of all i
persous who shall fail to moke are

hereby imposed, on the 1st day of May
next, or as soon thereafter as may be

!Seo. 8. The said Assessor is hereby
directed, in assessing for taxation the
amount of sales likely to be made by
any dealer during the year 1875, to as?
sume, if, in bis discretion, it would be
just so to do, as a basis of his estimate,
the amount of suoh sales daring the
year 1874, according to tho sworn re?
turns thereof of the said dealers.
Seo. 0. That all returns of property,
of every deseription, and of all other
things made by taxation a source of
revenue to the oaid city by this ordi?
nance, shall be made upon the oath of
the tax-payer, which returns shall be
made by filling oat blank forms, to be
famished oa application by the said
Clerk and Treasurer, on or before the
81st day of January, 1875, except as
in this ordinance otherwise provided;
bat that time may be extended by the
Mayor and Aldermen; and the said re?
turns shall embrace every eabjeet or
object of taxation, whether held by,
or pertaining to, the tax-payer, in his
own right or in a fiduciary capacity.
Bed. 10. That all persons who may
commence a permanent business in the
oity of Colombia subsequent to the
time fixed for tanking tax returns, pay?
ing the oity taxee and procuring an?
nual licenses, shall, after the lapse of
one month from opening business,
make returns to the City Clerk of the
value of the stook and other property
employed therein, and pay their taxes
and licenses; the taxee on the valne of
the said stook and other property to
be charged for the fall fiscal year, but
the licenses to be paid in proportion
to the remainder of the said year:
Provided, however. That all transient
dealers shall pay their full annual li?
censes to the olose thereof.
Sec 11. That it shall be, and it is
hereby declared to be, the duty of the
City Assessor to assess all the properly
named in this ordiuuuco for city taxu j
