An Ordinance to Raise Supplies for
the Fiscal Year 1875.
Be it ordained by the Mayor and Al?
dermen of the City of Columbia, in Coun
cil assembled, and by the authority of the
same. That a tax to cover the period
from the first day of January, A. D.
1875. to tho first day of Janaary, A.
D. 1876, for the sums and in the man?
ner hereinafter mentioued, shall be
levied, collected and paid iuto the
Treasury of said oity for the ose and
service thereof; that is to say:
Section 1. A tax of 80o on every hun?
dred dollars iu valuo of all real estate
and personal property of every descrip?
tion, owned and used in the oity of
Columbia at any time during the said
fisoal year, shall be levied and paid
iuto the City Treasury for tbe use of
the said oity: Provided, however. That
no personal property not taxed or
liable to be taxed by the State, shall
be taxed for the service of the said oity.
Skc. 2. In addition to the foregoing
taxes, a special tax of $1.00 on every
hundred dollars of the assessed value
of all real and personal property of
evory description, owned and used iu
the city of Columbia at any time dur?
ing the said fiscal year, shall be levied
and paid into the oity Treasury, to be
used for tho pnrpoae of paying tbe in?
terest upon tbe publio debt of said
oity, as provided by Act of tbe Gene?
ral Assembly, entitled "An Act to un

Sec -1. That each und every person
between tbe ages of 21 years aud 45
years, liable to work on tho streets of
said city, may aud shall be excused
from tho performance of such duty on
the payment of 82 to tbe City Clerk
aud Treasurer; and, on failure to pay
tbo said sum of S3, at the time of tbe
payment of their city taxes, they shall,
when summoned so to do, be required
to work personally upon the streets of
the said oity for six days, under the
direction of the Superintendent of the
Streett), or any other person appointed
by tho Mayor and Aldermen to take
charge ol and direct them. Any per?
son refusing or neglecting to obey such
summons shall be fined $2 for euch
day's negleot of the tame, to be reco?
vered by information befere the Mayor
aud Aldermen in Council assembled.

Clerk and Treasurer, and of tho Chief
of Police, to report to the said Mayor
aud Aldermen all defaulters under this
section.
Sec 5. That each and every owner
or tenant, or occupant of uuy real es?
tate, upon any street where water is
brought by pipes or otherwise from
the oity reservoir, ahull pay to the City
Treasury, ut the samo timo with the
other taxes imposed by this ordinance,
a general tux of $1 for euch fifty feet
ot frontage where there aro buildings,
aud one oont pur foot of frontage
where there uro no buildings upon
lots bo taxed: Provided, That every
lot upon such streets upon which any
such structure or structures exist, shall
pay a water tax of uot less than $1:
And provided further. That no proper?
ty holder or tenant shell bo charged for
more than one frontage for property

real estate, upon whose premises wator

shall pay such sums for the use of wuter

at the discretion of the Mayor.

any streets or parts of streets in the

amount of sales likely to be mado by
any deuler during the year 1875, to as?
sume, if, in Ins discretion, it would be
just so to do, uh a basis of bis estimate,

commence a permanent business iu the
oity of Columbia subsequent to the
time fixed for making tax returns, pay?

nual licenses, shall, after tbe lapse of
one mouth from opening business,
make returns to tbe City Clerk of tbe
value of the stock and other property
employed therein, and pay their taxes

the licenses to be paid iu proportion
to tbe remainder of the said yeur:
Provided, however, That all transient
