Section 1. lie it ordained by the Mayor and Aldermen of the city of Co bia, in Council assembled, That every person, firm, company or corporation, engaged in, or intending to be en? gaged in, any trade, business or pro? fession hereinafter mentioned, shall obtain, on or before the Gth day of Jannary, A. D. 1870, a license there? for, in manner provided. Those com? mencing business after the 6th of Jan? nary, shall obtain a license before en? tering upon that business. Sec. 2. Every person, firm, com? pany or corporation required by this ordinanoe to obtain a license to en? gage in any trade, business or profes? sion, for which a lioenso is required, shall register with tho City Clerk and Treaaurer, first, his or her name or style, and in case of a firm or com? pany, the name of the Beveral persons constituting Buoh firm or company, and their places of business; second, the trade, business or profession for whioh'a license is required; third, the place where such trade or'profession ia carried on; if a wholesale or retail dealer in gooda, wares and merchan? dise, the amount, extent and value of business intended to be oarriod on, in? cluding distilled spirits; all of which shall be given under oath. Sec. 3. If any person or persons ex? orcise or carry on any trade, business or profession, for the exercising, carry? ing on or doing of whioh a lioense is required by this ordinance, without first registering and taking ont snoh license, as iu that behalf required, he, she or they, besides being liable to the payment of the license, shall be sub? ject to a penalty not exceeding $40, on conviction beforo the Mayor or any court of competent jurisdiction; ouu half of the penalty, alter deducting ex? penses Of tho prosecution, to bo paid to the person who first informs of the matters and thing whereby the penalty ia recovered, and other half to city. Sec. 4. Iu every license to be taken out nnder or by authority of this ordi? nanoe, shall be aontained and set forth the purpose, trade, business or pro? fession for whioh suoh license is grant? ed, and tho name and place of busi? ness of the person or persons taking out tho some, and the time for which it is granted; if a wholesale or retail dealer in goods, wares and merchan? dise, the amount, extent or value of the business to bo carried on. The City Clerk aud Treasurer shall pre? pare a proper form of license to be issued in each case, and shall have the same printed and bound in book form in a neat and substantial manner, with a proper check or stub attached to eaah, upon whioh (shall be written at the time the license is granted the name of the party obtaining the same, the length of time covered by said license, together with tho amount charged therefor; und the party re? ceiving Buoh lioense shall keep the same posted in some conspicuous place where his business, trade or profession ia carried on. Auy evasion of the pro? visions of this acotion shall, on convic? tion before the Mayor, be punishable by fine not exceeding S40. Sec. 5. The licenses granted under thia ordinanoe shall not authorize the person or porsous or firm, company or corporation mentioned therein, to ex? ercise or oarry on the trade, business or profession specified iu suoh license in any other place than that mentioned therein, unless permitted so to do by the Mayor. A license grouted ou and after Jan jury 1st, 1875, shall continue in force until the 1st of January fol? lowing; and all licenses granted after the 1st of January, A. D. 1875, shall be issued upon payment of a rateable portion of the whole amount of money imposed for such licenses: Provided, however. That no lioense shall be granted for a period less thau three months, though the time to the end of the year be less than that. Each li? cense granted shall bo dated on the first day of the mouth on which the liability therefor occurred, and the amonnt to be paid therefor shall be computed therefrom until the end of the year, except as hereinbeforo men? tioned: Provided, That after a license is grunted by the city no portion thereof will bo refunded. Sec. 6. Upon the removal of auy person or persons from the house or premises at whioh the trade, business or profession mentioned iu such li? cense was authorized, it may and shall be lawful for the Mayor to authorize, by endorsement of suoh lioense, the person removing as aforesaid to any other place to oarry on the trade, busi? ness or profession specified in snoh license at the plaoo to whioh snoh per? son may have removed. Sec. 7.
