T?e l?fflcultlc? at Vlcksburg, -^Vicksdurq, Miss., December 12.?A Wrge body of oitizeuB to-day set forth a statement of the origin of the late difficulties. The statement is bigned by B. G. Humphries, ex Governor; J. A. Klein, President of the Mississippi Valley Bank; B. R. Thomas, President of the Vioksbnrg Bank; G. Gordon, Adams Express; the United States District Attorney and United Statos Commissioner; Charles E. Furlong, Republican State Senator, Jobn D. Finney, ex-United States army officer, and other prominent citizens. After recounting that the Warren County officers of 1873 were nearly all negroes, the statement shows that T. W. Car dozo, Cirouit Clerk, was electod State Superintendent of Education, and Governor Ames thereupon, contrary to explicit law and the State Constitu? tion, appointed A. W. Dorsey hie suc? cessor in August, 1874. Upou the affidavit of the State Auditor of Public Accounts, Dorsey wsb arreBtod for issuing false and forged certificates. Dorsey was committed to jail and re? signed, Again the vacaucy was filled by .appointment by Governor Ames, contrary to law, and tho appointee still holds possession of the office. The investigation into Doreey's frauds dis? covered Cardoza to be guilty of simi? lar offences. George W. Davenport, a negro, was elected Chancery Clerk, and was the Bole custodian of the County seal and public records. It being discovered that large amounts of forged wurranta were in circulation, Davenport was repeatedly called upon to make a report to tho Board of Su? pervisors, and persistently failed to do so. Ho refuse 1 a committee of tax? payers permission to examine the re? cords, and it may bo added here tbut ?fter his flight it was discovered tbut he had no bond whatever on record. At the Ootober term of the Circuit i Court, Dorsey, Davenport and Cardoza were indicted by tbe grand jury, com? posed of ten blacks und seven whites. During an inquiry into the offence, the books of the County Treasurer and other valuublo records bearing evi? dence of the guilt of the parties were stolen, and other records used in the investigation and put iu charge of Sheriff Crosbj', were also stolen. The Sheriff is also tax collector, and required to give bonds in $100,000. He gave a worthless bond, aud when its worthlessuess was known several of his sureties withdrew, thus making the instrument illegal. The supervisor's attorney (Republican) declared the bond illegal, but tho board refused to j order a new one. It was generally un? derstood that the bourd acted under the influence of the Sheriff and the indicted officials who were interested in keeping him in office. Iu Novem? ber the Sheriff published a can! call? ing on tax-payers to pay up, and say? ing he would hold the Sheriff's office uutil ousted by tho Supreme Court. Iu this condition of affairs, tuxes amounting to tivu per cent, of the values were due; the Sheriff, to whom tho taxes were payuble, was insolvent and bondless; the Board of Super? visors, though importuned to do so, had failed to tako thu measures re? quired by law for tho protection of thu people; valuable public records and papers necessary aa evidence to con? vict Cardoza, Duveuport aud Do.:sey on the iudictmeut found against them had been stolen from the court house, of which tho Sheriff is by law the keeper; Sheriff Crosby was known to be an intimate personal and political friend of these criminals, and, besides being oharged with the iinportaut duty of summoning the juries by whom they should be tried, was the custodian of the records furuishiug the evnleuce of their guilt, and failed to protect the same from larceny and spoliation; and to all appearance these officials seemed banded together for mutual protection, and in strength of numbers and mu? tual countenance were defying the laws of the State aud prostituting their of? fices to their privute ende. In this condition of ufftirs the tax? payers had a meeting, and, as already knowu, demanded the resignation of tue officials. Crosby resigned und the others tied, Crosby then went to Jack- j son to consult Governor Ames, and Ames issued a proclamation command- . iug the tux-payers to disperse. Con? temporaneously with Ames' prooluma tion, a can! signed by Peter Crosby was circulated among tho colored peo? ple, denouncing tho whites us rufiiaus and barbariau?, uud ealliug on his friends to come to the aid of the sheriff uud support him. Oo the same day Governor Amts, the Adjutant (leu rai and aid arrived in Vicksbutg, and about the same time if ail, the ciiplain of a negro company of militia, received orders to hold hiin.-ulf iu read in ess tor orders, which orders were sent direct to Hall aud not through his superior officers. Oa Sunday the tux-payers, contemplating no violent muasures themselves, uud ignorant of any con? templated attack by Crosby und Coil ' federates, presented to Chancel lor Iliii (Republican) a bill of injunction against Crosby, acting sin. rill, until ha should gipe'a bond. The chancellor prepared an order on Sunday night granting uu injunction, which would have been served on Mem Jay morning. While tho consultation wus being held with Chuncellor Hill, A. J. Pack? er, Governor Ames' Adjutant-General, aud Crosby came in together, and Crosby was informed that it wus ru? mored that the negroes of the County would attempt to invade the city on the following morning. Ue disclaimed any knowledge on the subject, but said he had power to disperse them, though be bbw no objection to their coming if they desirod. Upon this he was earn? estly besought by Chancellor Hill and the oitizens present to send out an or? der to them that night to return to their homes, as if snob an attempt was I BY J. A. SELBY. They came in contact with several bodies of armed negroes, numbering from 200 to 400 each, on tbree different roads, and de? feated and repulsed each body. It is estimated that from 50 to 100 negroes were killed and wounded, and about HO more captured. Most of them, except four of the leaders, have becu released and permitted to go home. Tbo statement goes on to say that the prisoners soy they came to the city under orders from Crosby, who gave Ames as his authority for calling thorn out.
