Baltimore is peouliar. Its steady
and uniform growth has led to a very
general system of leasing land for
"ninety-nine ycarB, renewable for?
ever," at an annual ground rent of six
per cent, on its market value at the
date of the lease. For example, a
oommon laborer or mechanic, who oan
command money enough to build a
house, instead of buying a lot upon
which to builj, leases it. If the lot be
worth 81,000. he pays annually forever
aground rent of 880. If he builds a
house that oosts 81,000, as money in
Baltimore is six per cent., this makes
his house rent practically oest him
only 8120 a year. This is, in effect,
to loan him forever the value of the
lot at six per cent. If the lot increases
in value be has the benefit of it, since,
if. he wishes to sell, be disposes of bis
house at its market value, and the
gronnd lease at its enhanced price.
This eneonrages men of small meanB
to live in their own houses. As a eon
sequence, there are no tenement
houses; actual rents are comparatively
unknown, and a larger proportion of
the poople own their own honses than,
perhaps, in any other oity in the
world. This aseuros a staid, thrifty
population, and, with a mild climate,
cheap fuel, oheap food, and cheap
clothing, gives Baltimore a great ad?
vantage an " m?nnfnottiring oity.
In a centum tuwu in Rhode Island,
the parents of two children, a boy and
a girl, died. A meeting of the local
authorities was held to deoide upon
some aotion that would relieve the town
of the expense of supporting the chil?
dren. The matter was discussed freely,
and at an adjourned meeting herd at a
private residence, tbe children were
required to be present. The boy wub

the Government, which for some years

has been returned from Philadelphia,
where it was sent to be cleaned, and
