yesterday, which will bear a second
consideration in the view of the Man
ning-QladBtone war. The temper of
the European mind is so uncertain,
there are bo many angry conditions in
the relations of the States, and this re
religions question assumes auch promi?
nence, that it is wise to consider criti?
cally the slightest indication of the
temper of the times. Thus we have
the word of Disraeli, as told in "Lo
thair" and repeated in many speeches,
that we are on the eve of a great orisis.
So we oannot study the signs too
closely. We observe that Priooe
GortBobakoff has arrived in Berlin and
has had interviews with Bismarck antl
the Emperor. Fricee Gortsobakoff is
one of the most distinguished of liv?
ing statesmen; before the rise of Bis?
marck he was a leading statesman of
Europe. He is now seventy-six years
of age. and people naturally usk what
leads him in his old age to take an in?
clement winter journey from St. Pe?
tersburg to Berlin. This is a natural
question, one that cannot be ashed
without uneasiness. Accordingly the
telegraph gives ns a reply. "Frinoe
Gortsobakoff has discussed proposals
for the revision of the Busso-German
customs regulations for the benefit of
commerce and international inter?
course." In other words, the tele?
graph asks us to believe that Prince
Gortsobakoff has actually come to Ber?
lin npon a cold November errand, that
oould have been as well performed by
a consul-general or an under secretary
of State, to talk about salt and beer
and hay and floor 111
We pass to Paris and we flud that a
newspaper as calm and respected as
the Journal des Debate has been making I
a severe attack upon Mr. Disraeli "for
his disclaimer that his recent Guildhall
epeeoh referred to the Von Arnim
case." The Journal says: "Mr. Dis?
raeli has simply apologized to Prince
Bismarck for his offensive utterances.
It is apparent from this inoident of
Mr. Disraeli's apology that England in
her turn has been invaded. The Prime
Minister can no longer speak without
submitting to censure from Berlin."
A criticism of this nature from a jour?
nal of the standing of the Journal des
Debats means a great deal. And we
can learn the value put npon these cri?
ticisms in Germany when we remem?
ber the concluding words of the epeeoh
addressed to the German Fariiament
by the Emperor William. Royal ora?
tors are generally vague in their
speeches, and to find the royal mean?
ing we are compelled to read between
the lines. The Emperor's exact words
are as follows: "I know myself to be
free from all tempting thoughts to
employ the united power of the em?
pire for other than defensive purposes.
Conscious of tho power at>onr disposal
my Government can afford to pass over
in eilenoe the suspicions unjustly oast
npon their polioy. Not until the malice
and party passions to whose attacks we
are exposed proceed from words to no?
tions shall we resent thorn. Iu such
an event the whole nation and its
princes will join me in defending onr
honor aud rights." This is a declara?
tion the ruoro we read it the more me?
nacing it appears. Why should a great
Emperor oare particularly ubout the
criticisms of foreign journals? What
has Germany to fear that the old King
should brandish his sword in the face
of Europe? What power "attacks"
his imperial policy? Is it France, or
Austria, or Russia? It would seem to
u? ?hat Germany bus boon treated with
remarkable cordiality and forbearance
by the other powers. England saw the
partition of Denmark without a move?
ment. France yielded toSudowa with
a simple protest. Russia stood with
drawn sword to prevent any inter?
ference in tho mutilation of Franoe.
Germany has had the utmost indulg?
ence from Europe. She has gained
greet advantages; bat victory, us in the
case of Napoleon, seems to have taught
the Emperor simply arrogance. He
does not propose to pause iu bis career,
and the problem now in all European
minds is, "Where will he strike?" Is
it not also a sad comment upon the
civilization of oar blazing, boastful
century to see a groat monarch and tho
head of a great empire wuutonly in?
voking the spirit of war? Germany
has bad thron wars in ten years, and
we should think that even the martial
spirit of a Hohenzolleru would bei
satisfied.

speech like this from the Emperor,
and the prodigious spread of this reli?
gious flame, would explain tho visit of
toe Imperial Ohuucelior to Berlin. It
is not the first sign of unrest that Rus?
sia has shown. The whole Brussels
Conferonoe tnovemcment was an ap?
peal for peace, or for such modifica?
tions in the actual doing of war that
strife would loso its terrors. This j
Brussels Conference was, in some re
epects, a romantic idea?an effort to
adjust all the hard ami brutal condi?
tions of war to tho conditions of mo?
dern civilization. But tho fact that u
martial power like Russia should be?
come so suddenly anxious to deprive
war of its terrors and to modify inter?

there have been ugly homo symptoms
in Russia. This "socialist conspira?
cy," about which we have so many
guarded despatches, would seem to be
a marked indication of morbid na?
tional health. Russia, empire and ab

venturers, who represent neither that
"grace uf God" which comes with a

Petersburg, the Republicans in Lon?
don, all these wo see and have seen.
Truly the European sky is in angry
mood?shooting flames here and there
and lightning flashes, and tho ominous

tant canopies of heaven or the far-hid?
den caverns of tbo earth.
What does it all mean? A proud
Emperor brandishing his sword, and
elements of disturbance everywhere.
As if to add to the complication here
is the mightiest religious controversy
that bus been known since the time of
Luther, and not unlike that of Luther;
for Germany and England have again
grappled with the power of Rome.
All this time Germany and Prance are
arming every able-bodied citizen, and
even bidding tho old men to be ready
to defend their homes. Europe is an
armed oamp. The sword is the sign
that is 6oon in tho Heavens. No won?
der the venerable Russian Chancellor
shoold take a long and dreary winter
journey to seo what it means; to try if
peace cannot be preserved; to avoid,
if possible, the tremendous shock that
seems so swiftly coming. As our
venerable and illustrious fellow-oitizen,
Mr. Bryant, said the other day, he
could remember the time when Na?
poleon was First Consul, and when no
events seemed more distant than the
downfall of the Bonaparte Empire,
the abolition of the temporal powor,
the unification of Germany and the
emancipation of the slaves and the
serfs. But in his life be has witnessed
the fruition of all, and now, in bis
venerable, honored and sunny old sge,
he sees the coming of even greater
events. Like DTsraeli, he sees thut
the world is on the eve of o momentous
crisis?one of those events that give a
a monumental grandeur to the age.
It is uot for us to speculate npon the
nature of this crisis or the tremendous
consequences it may involve. But we
can well understand how (J-?rtschakoff
and Bismarck, and those whose trude
is the service of kings, would sit iu
anxious thought ue they looked upon
these clouds which float, black and
threatening, over the Euiopenu sky,
and wonder whether tho monarchy
will ride the storm, and whether the
time is uot at hand which Napoluou
predicted at St. Helena, when Europe
would be Republican or Cossack.
