Whereas, Numerous complaints have reached me from various quarters of the State that tho several political .parties are not adequately represented in tho Boards of Commissioners of Election, ns at present constituted; and whereas, this lack of representa? tion has given rise, in many instances, to grave apprehensions of trouble in tho oonduot of the approaching elec? tion; and whereas, it is the duty of the Executive to givo the whole people of the State all proper and reasonable guarantees for the sanctity of the bal? lot box, and a full and fair expression of the popular will through its instru? mentality: Now, therefore, I, F. J.
