A Relio of Charleston.?Mr. John
S. Bird, of Laurens, has in his posses?
sion a palmetto flag whioh is said to be
the drat palmetto flag hoisted in the
harbor of New York, just before this
State seoeded, by Oapt. Mills, of the
btig John H. Holmes, which vessel
then belonged to the Palmetto Line of
schooners between that oity and
Charleston. ? Subsequently this flag
was hoisted at the Arsenal at Charles?
ton, after its evacuation by the Fede?
ral troops; then at the old light-house,
and other points on Morris Island; but
the chief feature of this relio oonsists
in its olaim of being the first flsg that
ever floated over Fort Samter after the
surrender of Maj. Anderson, which c it
is alleged, oan be well authenticated.
It is the property of Mr. Bird, to
whom it was presented by Oapt. Mills,
and was the company colors of the
Palmetto Guard, of this oity, of whioh
Mr. Bird was a member.

The Enormous Debt of the City of
New York.?Comptroller Green has,
jast published a statement setting
forth in detail the nature and amounts
of the bonded and other debts of the
oity of New York, and puts the aggre?
gate at $117,000,000. "The city debt
was inoreased by $01,000,000, or (by
adding the floating debt, ainoe liqui?
dated.) by $81,000,000 from January 1,
1869, to September 16, 1871. More
than $25,000,000 of Uub sum was taken
from the treasury without - equivalent,
(by Boss Tweed and his gang,) and
although the evidence has been track?
ed oat with infinite labor, in spite of
obstaoles and opposition, though that
evidence was irresistible as mathemat?
ical demonstration, yet not one of the
sharers of this unparalleled plunder
has been compelled to make restitution
to the extent of ono dollar."

rapidly with "loyal" workmen, who

country and the glory of the Republi?

A despatoh to the Petersburg Index
Appeal says that men are being em?
ployed at the rate of over 200 a day,
and that the force is now over 1,500.
If Mr. Platt oan only fiud men
enough, he will be elected. He has
only to make the voters of the navy

of his District in order to make a sure

Greenville District of South Carolina.
He shows that when Wallace was a
member of the Legislature before the
war, he introduced and advooatod a
bill providing tbat all free colored
people in South Carolina should select
masters or leave the State, and if they
failed to do one or the other, be sold
into slavery. Wallace is now the
statesman who urges the blacks to
make war upon the whites.

authorities of the District of Colum?
bia bears out the worst of previous
statements. The late Board of Public
Works, Boss Shopherd, so to speak,
has spent 637,000,000 in improving
Washington, of which 12,000,000 was
cash, and 25,000,000 remains as debt,
while to finish what was begun will
take 10,000,000 more. The taxes, this
year, amount to $5 on $100.

South, what a blessing it would be!
A cargo of railway iron sunk with
the schooner "Tiffany," on Huron
lake, sixteen or^seventeen years ago,
was raised recently by the Western
Submarine and Wrecking Company,
and sold to the Danville and Vincen
'noB Road, to be used on tbe new ex
tension. It is prononnoed as good as
new.
The postal telegraph scheme is prac?
tically dead. Postmaster-General Jew?
ell, who has witnessed the operations
of the system in Europe, is not very
much taken with it, nod will not re?
commend its adoption in this country,
while the President will pass it by in

The Ross caso has almost reached its
distressing climax in tbe insanity of
Mr. Ross, and now we hear of another
kidnapping affair in New Jersey, which
is equally as painful. Tho abductors,
however, are kuown, and the recovery
of the child is not improbable.
An appeal in behalf of William M.
Tweed wua made before Judge Jjrady
reoently. It was a technical objection
to tho sentence, and, if sustained, will
probably have the effect of shortening
his imprisonment. The court re?
served its decision.
Some enterprising wasps started a

boarder at a St. Paul hotel,.and when
the gentleman thrust his leg through
