Dampy, stumpy and old,
The fanniest little boot,
With mended toe and flattened heel,
Ever worn by a little foot.
Within the children's room,
The widowed mother stands,
Still smiling, with misty eyes,
On a little boot in her bands.
Carefully laid away,
With a mother's yearning care,
Are toys with which .the children

As Ordinance for the Better Ob?
servance of the Sabuatii Day.
Section 1. Be it ordained by the
Mayor and Aldermen of the city of Co?
lumbia, in Council assembled, That
from aud after the passage and pro?
mulgation of this ordinance, nny mer?
chant, shop-keeper or vender of wine,
spirituous or malt liquors, iu any
quantity, either under a tuvern or re?
tail license, who shall keep his, hor or
their storo, shop, bar-room or saloon
open for the transaction of business ou
the Sabbath day, shall be subject to u
penally of not more than $15, nor less
than ?20, at tho discretion of tho City
Council of Columbia, for each aud
every violation of this ordinance.
Sec. 2. And be it further ordained,
That any person who shall publicly
work or labor, or employ auy other
person to do so, on tho Subbath day,
(except in cases of emergency,) shall be
subject to a penalty of $10 for each aud
every offence.
Sec. 3. Be il further ordained, That
this ordinauco <diall take effect from
and after its ratification, aud that all
ordinauces and parts of ordinances re?
pugnant to this nrdiunccr, be and uro
hereby repealed.

The following ordinance is pub?
lished for-the information of all tavern,
store und shop-keepers within the
limits of the city of Columbia. The
penalties therein prescribed for neglect
or failure to comply with its provisions
will attach ou aud alter September 1,
1874:
An Ordinance Regulating Weights
and Measures.
Section 1. Be it ordained, by the
Mayor and Aldermen of the city of Co?
lumbia, in Council assembled, That tho
Chief of Police shall take charge of
and keep all such weights and mea?
sures as shall be famished and de?
livered to him by the Mayor and
Aldermen, as the standard of weights
and measures for the city of Columbia;
and no person shall hereafter, within
the limits of tho said city, use any
steelyards, scales, weights or measures,
or other implements used in ascertain?
ing weights and quantities, (for the
purpoFio of ascertaining the weights or
measures of any articles of merchan?
dise bought, sold or bargained for,)

adjusted, corrected and.approved by
tbe said Chief, of Police; aud it shall
bo the duty of the suid Chief of Police
to adjust and conjpure with tho stand?
ards in his possession all snob weights
and measures bb may be brooght to
him for that - purpose; and- the said
Chief of Police shall fix upon such
weights and measures as he shall ad?
just such mark or marks as he shall
thick will best answer the purpose of
identifying the same; and shall, in the
beat manner in his power, by private
memorandum or otherwise, preserve
the date of such adjustment.
Sec. 2 And be it further ordained.
That it shall be the duty of the Chief
of Police, oneo every twelve months,
(or offener, if he shall think necessary,)
to visit tho houses and stores of every
tavern, store or shop-keeper within
the limits of the city of Columbia, for
tho purpose of adjusting and correct?
ing the weights and measures used in
tho business of such tavern, store or
shop-keeper, und shall adjust and cor?
rect the same; uud hereafter no weights
or measures shall bo used withiu the
said city of Columbia, except such as
havo been approved aud stumped or
otherwise marked by the Chief of
Police.
Sec. 3. Be it further ordained, That
any person suspecting that he has
been injured or imposed upon in the
weight or measure of uny article of
merchandise, if he has the same in his
possession, may carry the same to the
Chief of Police, whose duty it shall bo
to ascertain tho weight or measure
thereof by tho standard in his posses?
sion; and if, upon such re-weighing or
measuring, tho party shall think him?
self to have been imposed upon, and
shall muko complaint thereof to the
Mayor or any one of the Aldermen, a
warrant shall be issued, requiring the
person or persons charged with the
imposition to appear before the Mayor;
and upon tho return uf said warrant,
or as soon thereafter as may be, the
said Mayor and Aldermen shull inves?
tigate said complaint; add if the same
be found true, shall impose upon tho
offending party such penalty as offend?
ers nro liable to for the breaches of
this ordinunce; and where the party
complaining shall not be in possession
of tho suid article of merchandise, he
may make complaint to tho said Mayor
or uny one of the Aldermen, who shall
issue a warrant returnable uud to be
tried ns aforesaid, aud, on conviction,
tho offender 6hull suffer the penalty as
aforesaid; and on such trials, the oath
of the party complaining, together
with the testimouy of tho Chief of Po?
lice, (when he shall have made such
trial as aforesaid with the standard,
; and is of opinion there was such impo?
sition,) shall be conclusive in support
of such charge, unless tho party com?
plained of shull produce the whole of
tho implements used, aud also the arti?
cle weighed or measured, when tho
same shall bo in his possession, uud
identify the same upon his oath, and
thereby, or in some other way, satisfy
the authority before whom tbe trial is
had that he did not practice such im
position as was confplained pf. And
the stiid Chief of Police shall have
power, and ho is hereby authorized,
ut auy time to go into any store or
place of business, in the daytime, and
when such houso or storo shall be
open, und then aud there to examine
tbe weights, scales, steelyards and
measures at such house or storo, am]
to adjust the same; and when tbe said
Chief of Police, at such occasional
visits, shall fiud that the weights,
scales, steelyards or measures, at 1103*
such place, have not been adjusted
withiu tho time prescribed, or have
been altered since the lust adjustment
thereof by him, the suid Chief of Po?
lice shull make report to the Mayor i>r
one of tho Aldermen, who may order
an investigation thereof, aud shall
thereupon issuo a warrant, requiring
the person complained of to appear
before thu said Mayor aud Aldermen
to answer to the charge; and uny per?
son convicted of ?rieh intentional j
alteration shall be liable to tbe penally |
inflicted for the breaches of this nrili- j
nance.
Sec. i. Bail further ordained, That,
if any person hhtti!, by force i?r violent J
und threatening luuguuge, attempt to'
hinder, prevent or obstruct the said
Chief of Police in thu peaceable per?
formance of the duties preset ibed by
this ordinance, such person, 011 con?
viction, shall sutler such penalty as is
inflicted for other breaches of this
ordinunce.
Ski; 5. Be it further ordained, That
any person offending against any of
tile provisions of this ordinance shull
be liable to such penalty as the Mayor
and Alderman may inflict, not exceed?
ing tho ?um of forty dollars, for each
and every offence.
Sec. ?. Be it further ordained, That
the suid Cnief tit' Police shall be enti?
tled to receive for marking each
weight or measure, five cents, to be
puid by tho owner of suob weight or
measure, before he or she shall be per?
mitted to make use of such weight or
measure; Provided, That when there is
more than one weight or meusuru oi
tho same kind stamped for tho samo
person, each of such additional weights
or measures shall be stumped for two
and a half cents.
Sec. 7. Beit further ordained That
this ordinunce shall take effect from
and after the ratification thereof.
