Paris, Juno 15.?Tho Constitutional
bill prepared by tbu Left Centre was
introduced iu tbe Assembly to-day,
and a vote of urgency wan carried by
345 against 341.
Paris, June 15.?The Assembly ib
crowded with Deputies and spectators.
Oasimier Perier introduced tbe consti?
tutional bill prepared by the Left
Centre, and moved that its considera?
tion be declared urgent. He Bajd the
country demanded a termination of
the provisional state. He urged union
against Bunapartism and demagogues.
The speaker was frequently interrupted
by the Bight and warmly applauded
by the Left. La Boulage*supported
the motion for urgency. He said re?
cent events had shown the dangers of
the provisional oonditiou. A monarchy
was impossible; the empire would only
lead to the invasion and oppression of
France. Tbe republic was tbe govern?
ment of all, for all, and its establish?
ment would inspire tbe country with
confidence. General Reohaumier, of
the Right Centre, und M. Raoul Du
val, of the Right, opposed the motion.
M. De Kerdael, of tho Right, warned
the members that if a majority of tbe
Assembly was ohangod, Marshal Mac
Mahon might consider it his duty to
resigu the Presidency. A vote waH
then taken on the motion for urgency,
and it was agreed to by yeas 345; nays
341. -All tho Ministers voted against
it, but iu their c-ipacity as members of
the Assembly only. The motiou had
not been made a Cabinet question.
Urgency haviug been declared, the
bill was referred to tbe Committee of
Thirty. M. De La Rochefoucauld and
Due De Bisaccia, of the extreme Right,
then introduced * resolution, which
was read amid profound silence, tnat
the Assembly declares thut the Go?
vernment of France is a monarchy;
tun* the throne belongs to ths head of
the bouBe of Franoe; that Marshal
MaoMahon may assume the title of
Lieutenant of the Kingdom, and that
tbe national institutions shall be deter?
mined by agreement between the King
and the national representatives,
Great excitement followed the reading
of the resolution. Rochefoucauld
moved that it be referred to the Com?
mittee of Thirty, but the motion was
rejeoted by a majority of 100. The
Ministers, with the .exception of M.
Tailhand, voted agaiust it. The As?
sembly adjourned until to morrow. It
is stated that Rochefoucauld resigned
his position as AmbaBBadcr to Great
Britain before introducing tho resolu?
tion. The Bonapartist Deputies held
a conference before to-day's .sitting,
and came to the conclusion that it
would bo of no use to introduce any
counter motion against the Left
Centre.

ticulars of the proceedings iu tbe As?
sembly, iu addition to last night's re?
port: M. Lambert De Saint Croix, |
supported by ail the members of the
Right Centre, submitted a bill provid?
ing that MaoMahon's power be con?
firmed with the title of President of
the republio; that a second Chamber
be organized; that the right to dis?
solve both Chambers be conferred on
MaoMahoo, and that hie successor be
appointed by the two Chambers in
convention. This bill was referred to
the Committee of Thirty, together
with that of tho Left Centre. The
Times correspondent adds: The exact
result of tbe sitting is, that the Com?
mittee of Thirty now have received au
imperative mandate, forciug them to
promptly organize either tho septenate,
without proclaiming the republio, or
to constitute and declare a definite re?
publio, under the Presidency of Mac
Mahon. It is probable that the com?
mission will organize a septenate, and
the Assembly will ratify its decision;
otherwise, tho majority, uitheitowitu
tho Government, will shift to the Left,
which, in all probability, would cause
MaoMahon to resign. It is not un
likely that, iu consequence of yester?
day's proceedings, some of tbe Minis?
ters will resign; but there will be uo
absolute Ministerial crisis.
In the Cabinet Council, held pre?
vious to the sitting of tho Assembly,
Gen. Cissey and others urged Prosi
dent MaoMahon to send a message to
the Assembly, reminding it of its pro?
mise to organize his powers, but a ma?
jority of tbe Ministry were averse to
saoh aotion. Ministers Cissey, Magno,
Grivart and Decasez voted in favor of
