How He Got His "Civil. Rights. "
The Knoxvillo Press and Herald, of
Tuesday, tolls how a demand for
"Civil Rights" was answered in that
place, thQ other day, as follows:
'Twos on Saturday night last that

maiden looked up in surprise, and

in earnest, demanded to know if he
meant what he had said. All nnawaro
of the danger of insnlting a maiden of
the brave, virtuous and impulsive
Irish race, he replied that he did. No

His first experiment in "Civil Rights"
slightly cooled his ardor.
The British Parliament are talking

experiment to try, and wonld proba?
bly produce a revolution in twenty -
fonr honrs. There is no barm, how?
ever, in talking abont the kind of reli?
gion wbieh other people ought to en?
joy. The Archbishop of Canterbury
has fairly sat down on the ritualists,
and is anxions to get a majority of the
officials to do the same, in which case
they will be flattened out as effectually
as though one of the pillars of St.
Paul's had fallen on them. Tho Duke
of Riebmond is very anxions about the
Church of Scotland. He cannot be
happy nntil its disestablishment is
oomplete. He talks about it continu?
ally, and even oondeacends to do a bit
of lobbying in that direction now and
then. The Archbishop of York is
troubled about the scandal connectod
with livings, and well ho may be. Ho
hopes the time will come when pa?
rishes will bo able to chooso their own
ministers; but tlicro is a large moneyed
interest to fight, and money is worth
as much in Eugland as it is anywhere
else. On the whole, it is a great re?
lief to hear the members of Parlia?
ment talking about other people's rcli
gious affairs, even if they have noue of J
their own 10 attend to.
The elephant, like the whale, is
dying out. In India he is becoming
almost as raro ls is tho red deer in
England. ? Tho hunters have driven
him farther and farther inland; unless
something be done to protect him, he
will before laug become, upon the
main continent, ut any rate, altogether

circular which contains many valuable
hints to loiter-writers. Considering
the fact that there are always two pur*
ties to a Porrespntulenc'>, these hints
will he useful to persons in the city ami
out of it. The substance of the rules
are, therefore, given for the benilit ol
all concerned. They are as fid lows:
1. All mail matter directed to mini
bored boxes will be delivered through
those boxes.
2. Lotters directed to city addresses,
street and number, will, if recognized
by the assorting clerks ns intended for
box-holders, be delivered through the
boxes. If not so recognized, they will
be delivered through the carriers.
3. Mail matter addressed without box
number or street utimber, will be do?
li vered as expediiiotisly as possible,
either through boxes, geuorul delivery
or carrier.
Correspondents should direct their
letters plainly, correctly and fully, and
?><nsc. who rent boxes would greatly
facilitate the business if they will print
conspicuously on their letter headings,
circulars, bill-heads, cards aud enve?
lopes a request to correspondents to
address letters to their respective box
numbers, and if those who receive mail
matter by carriers would direct their
correspondents to inclndo in all cases
tho proper streets and numbers in tho
