COLUMBIA, 8. C.~ Thursday Morning, November 13,1873. Per DI?m. The Judiciary Committee of the Se? nate, B. F. Whittemore, Chairman, has made a discovery that the not to regu? late the pay of members of the General Assembly, of Muroh, 1872, providing an annual salary of $600 as well as mileage, is in violation of tho Constitution, and, therefore, null and void. They proposed a resolution that each member.shall re oeive a per diem of six dollars aud the further sum of twenty oents for every mile of the ordinary route of travel, in going to and returning from this oxtra and the succeeding regular session. They say that this is the oomponsation provided by the Constitution, und must remain in full force. We could not be such hoatbens as not to notioc such regard for the sacred pro? visions of the Constitution. Tho mem? bers are, so to speak, d?y laborers on the groat job of making lawe for us, und keeping things generally in runniug or? der in the State. The laborer id worthy of his hire, and these patriot?, while they are thus serving their country, aro, like other men, beset with wauts, and troubled with appetites. They must have money, whiob, day aud night, as old Horace says, tbe body needs. Tho rate, as fixed by the Constitution, however, is, perhaps, in excess of the actual needs of our statesmen. The Legislature of South Carolina used to sit between three and four weeks iu tbe year, and tbe members were paid about $2.50 a day. We know of no good rea? son why more time should be required now than in other days, and none why $2.00 should not bo sufficient now as it was then. But it is not given to ordi? nary mortals to fathom these deep sccrots of State. It might bo not in accordance with these progrossive times, it might not show n proper appreciation of tbe exalted merits of our modern Solons, but we would alter that Constitution in double quick, if we had the power, and try what would be the effect of a roturn to first principles. How comes it that so many of the party.iu power promise reform, but fail to praotioe it, condemn extravagance in unstinted terms, but are all the while lavish and profuse in tbe expenditure of tbe people's money ? Not only more than twice the per diem is paid to members for tbeir legislative labors; but now it seems that they are to receive it twice, in the twelve-month. "Insatiate archersl would not ono suf? fice?" We suppose not. Tbe cry was, the Constitution, it must and shall be preserved. In the great task which lies before us to accomplish, against many odds and iu tho fuce of an adverse fate, our women will prove vnluublo auxiliaries. By tbeir fortitude, their elastic spirits, their practical, unerring common sense, and tbeir unflagging patriotism, they sot us au example, which is both an inspiration andasolaoe.
