Kentucky and Heb Ku Kltjx.?The
outragaa committed in Kvntuoky by a
gang' of lawless, violent men, calling
themselvee j Ka Klax, nave become so
frequent, and have, been attended by
snob horrible circumstances, that a rep?
resentative of the Louisville Courier'
Journal was sent out into Oven and
other Counties, where the gang mostly
operate, to ferret oat the condition o(
affairs, and the number and personnel bt
the gang. This mission has proved j
very successful, and his report ombrooos
the details of .the robberies and mur?
ders committed since 1870. The gang
numbers about thirty men, and their
headquarter are within sight of Frank?
fort, the capital of the State. These
men have robbed indiscriminate!;. Con?
federates and Union men alike have Suf?
fered untold wrongs at their hands.
Peaceable citizens dare not leave their
homes after dark, and many have left I
their dwellings and beoome refugees, in
order to save their lives. The Courier
Journal says:
The proclamations of the Governor
are laughed at, as were the fulminations I
of the ancient monarch against the!
waves of t\n angry sea; the oivil autho?
rities are stricken with the palsy of fear; j
courts of justice have become a mere
mockery, and their enginery affords no
protection to the victim, whoso lifo is
imperiled, and whose bouse is plundered
and converted into ashes. Hooded vil?
lainy almost invades the grounds of the
capital; and if a little more courage is
acquired on its part, and a little more
pusillanimity is betrayed on the part of
the officers of the law, we shall expect
the representatives of the State Govern?
ment to bo driven from the capital,
should they ever offend the august body.
Astounding as may be the declaration,
it is nevertheless true, that a brood ot
banditti and midnight assassins have I
been allowed for years to perpetrate the j
most devilish outrages upon the very
suburbs of Frankfort. Citizens living
in the surrounding country have been
driven from their homes and forced to I
sell their property at a great sacrifice.
Women and children have been insulted
and frightened without mercy, and al?
most the entire section of country about
the State capital has been given up to
the control of depredators and mur?
derers.
