Taxable PrQperAy o/' the City $7,000,000. , THE BONDS offered ere authorized by' an Aet of Assembly: approved tJarch 18, 1872, for the const mot ion of tho uo* Olty Hall. Their final redemption b . by the terms of said Act, scoured, by a "sinl ing fund," to be accumulated from.the annual rents of the building. These rents will reach from W'OOO to f 10,000 per annum: and the Carolina Na? tional Bank holds,a Ben of tho building for a term of twenty years, as trustee, with power to collect the rents and hold the same Invest? ed as a fund for the redemption of the bonds. By said Act a 'special annual tax is required to bo levied to pay the aimi-annual coupons, and the Carolina National Bank is made the trustee of the city to receive the taxes when collected and to pay the coupons. -The cou? pons are also receivable for city taxes. The taxable property of the city is at pre^ sent assessed at $7,000,060; and by Bald Act the bond debt of the city cannot he incroased beyond f G00,000 whilst these bonds are out? standing. The bonds are exempt by law from city taxation. These bonds are offered to tho public at eighty nott, with interest from dato of pur? chase to January 1, 1878, allowed in settle? ment. The Central National Bank, OP COLUMBIA, OFFERS for salea limited.amount of above mentioned BONDS, at the following ratos: FIRST MORTGAGE BONDS, (only $10,000 per mile.) at 82 cents and accrued Interest; SE? COND MORTGAGE, (only $5,000 per mile,) at 75 conte and accrued interest, and recom? mend them to Trnstees and others hiving money to invest, as boing the most desirable security on the market, for the following rea? sons, to wit: . Fibst.?Tuet cannotbe taxed by tue State, County ob City. The United Statea Supreme Court, in the case of the Northern Central Railroad vs. Jackson, (sec 7 Wallace, Supreme Court U. S , page 2G7.) decided that, when a Railroad mortgage is a joint one,on property lying in two or moro btates, the bonds ne? on red thereby are not liable to be. taxed by either of the States; and the same principle relievos them from taxation by County, Ciiy, or Town. The Charlotte, Columbia and Au gnsta bonds aro secured by a joint mortgage on property lying in North Carolina, South Carolina and Georgia. . Second.?Because they are absolutely safe, being secured by a first mortgage ot only f 10,000, and a sccoud mortgage of only $5.000 pur mile on the cntiro road from Obarlotto to Augusta, and on all the workshops, bridges, franchise and equipments of said road. Third ? Because tho sale of the first mort? gage bonds will extinguish the tloating debt of the >-oad, and tho proceeds of tho second mnrtgago bonds will be exclusively applied to improving the road'and adding to its equipments; thus enhancing the value of the property mortgaged. ^Fourth ?Re-cause the bonds aro coupon bond*, and tho interest payable in New York, Chariot to, Columbia or Augusta, at the op? tion of tho holder. Tl.no th y can he col? lected through any bank without expense. Fifth.?The business of tho Road is rapidiy increasing, and the property and franchise daily becoming more valuable?the net earn? ings for the last five months being over fifty per cent, more than for the corresponding mouth* of the preceding year. Sixth ?These Bonds aro practically re? deemable tn gold, for specie payment will cer? tainly he resumed before their maturity.
