THE BONDS offered Are authorized by an
Aot of ? Assembly approved March 13,
1873. for the construction of the new City

of said Act. secured by a "sinking fund,", to
be accumulated from the'annual rente or the
building. These rents Will reach from $8 000
to *lO.OoO per annum; and the Carolina Na?
tional Bank holds a lien of the building for.a
term of twenty years, as trustee, with power
to collect the rents and hold the same Invest?

By said Aot a apodal annual taxis required
to be levied to pay the aim!-annual coupons,
and tho Carolina National Bank is made'the
trustee of the city to receive tho taxes when
collected and to pay the coupons. The cou?

The taxable property of the oily is at pre?

Fibst.?They cannot be taxed by tseBtate,
County ob City. The United states Supreme.
Court, in tho easo of the Northern Central
Railroad vs. Jackaen, (see 7 Wallace; Supreme
Court U. 8 , page 2f>7,) decided that, when a
Railroad mortgage is a joint one.on property
lying in two or more States, the. bonds se?

either of the8tatee; and the same principle
relieves them from taxation by-County, City,

Second.?Because thoy aro absolutely safe,
being secured by a first mortgage of only
110,000, and a second mortgage of only $5.000,
per mUe on the entire read from Charlotte to
Augusta, and on all the workshops, bridges,

Tuibd ?Because the sale of tbeflrat mort?

mortgage bonds will be exclusively applied
to improving the road and adding to its
equipment-"; thus enhancing tho value of the
property mortgaged.
OFocuTit ?Because tho bonds are coupon

Firm.?The business of the Road is rapidly

Sixth ?These Bonds are practically re?

Finally.?As theao Bonds havo a fixed
