Samana JBay Comfiaol-ibd.? The San

cited over, the cession of Samana bay to
an Amotioah company. It appears that
a loan-had been secured in London by
the San Domingo Government, amount?
ing to $600,000, whioh was secured by a
mortgage on the custom duties of the
guano of the island of Alts. Yd a, and
$250,000 had been received by the agents
of the San Domingo Government. In
1870, the loan was repudiated by the
Government, and the revolution ooming I
on, the proper remedy had not been en-1
forced, The holders of this loan, at a
recent meeting in London, passed reso?
lutions asking the Government to en
farad their .ights. It ia also stated that
notice of this olaim had been served on
the American purchasers, and that the
matter, as for as they were concerned,
would be satisfactorily arranged.

Bond Debt of the City Limited by Laus to
$000,000. Taxable Property of the City
$7,000,000.
THE BOND8 offered are authorized by an 1
Act of Aseombly approved March 13,
1872, for the construction of the now City
Hall. Their final redemption is, by the terms
of aaid Act. secured by a "ehiking fund," to
bo accumulated from the annual rents of the
building. These rente will reach from $8,000
to $10,000 per annum; and the Carolina Na?
tional Bank holds a lien of the bnilding for a
term of twenty years, as trustoo, with power
to collect the rents and hold tho same invest?
ed as a fund for the redemption of the bonds.
By said Act a special annual taxis required
to be levied to pay tho simi-annual coupons,
and the Carolina National Bank is made tho,
trustee of the city to receive the taxes when
collected and ^o pay the coupons. The cou?
pons aro also reoeivablo for oity taxes. |
The taxable property of the oity is at pre?

Cousty oa Citt. The United. States Supreme j
Court, in the case of the Northern Central j

Railroad mortgage is a joint one,on property
lying in two or more Mates, tho bonds se?
cured thereby are not liable to bo taxed by
either of the States;4nd the samo principle
rolievea them from taxation by Comity, City, I
or Town. The Charlotte, Columbia and Au?
gusta bonds are secured by a joint mortgage
on property lying in North Carolina, South
Carolina and Georgia.
Second.?Because thoy are absolutely safe,

Tbibd.? Because the nalo oi the first mort
gago bonds will extioguieh the floating debt
of the road, and the proceeds of the second
mortgage bond? will bo exclusively applied
to improving the road and adding to its
equipments; thus enhancing the value of the
property mortgaged.
gFouaTU.?Because tho bonds aro coupon

Fifth.?Tho business of tho ltoad is rapidly
