either of the Statea; and the same principle
relieves them from taxation by County, City,
or Town. The Charlotte. Columbia and Au?
gusta bonds are secured by a joint mortgage
on property lying in'North Carolina, South
Carolina and Georgia.
Second.?Because they are absolutely safe,
being secured by a firat mortgage of only
$10,000, and a second mortgage of only 16.000
per mile, on the entire read from Charlotte to
Anguata, and on all the Workshops, bridges,
franchise and equipments of said road.
Thibd.?Because the sale of the firat mort?
gage bonds will extinguish tbe floating debt
of the road, and the proceeds of the second
mortgage bonda will be exclusively appliod
to improving the road and adding to ita
equipments; thus enhancing the value of tbe
property mortgaged.

THE BONDS offered are authorized by en
Act of Assembly approved March 13,
1872, for the construction of the new Oity
Hall, Their final redemption is, by the terms
of said Aot, secured by a "sinking; fund," to
be accumulated from the annual rents of the
building. These renta will reach from 18,000
to.$10,0o0 per annum; and- the Carolina Na?
tional Bank holds a lien of the building for a
term dt twenty years, as true too, with power
to collect the rents arid hold the same invest?
ed as a fund for the redemption of the bond*.
By said Aot a special annual tax is required
to be levied to pay the -simi-annual oonpons,
and the Carolina National Bank is made the
trustee of the oity to receive the taxes vhen
oolleoted and to pay the coupons. The cou?
pons are also receivable for oity taxes.
The taxable property of the oity is at pre?
sent assessed at $7,000,000; and by said Act
the bond debt of the city cannot be increased
beyond $600,000 whilst these bonds are out
itanding. The bonds are exempt by law from
oity taxation. V
