Though tho earliest, and Fomo of the worst, oorruptionists in the South were Republicans, that was owing to tho peculiar constitution of the voting population, which made it impos? sible for Southern Democrats to mako much headway, and gave the offices in the main to professed Republicans, most oi whom, of white oomplexion, were Northern born. The bad habit of shoot? ing Southern.men avowing Republican principles had provailed too long' to allow ot any different state of things. But tho Republican corrnptionists from the North found ready and skillful part? ners in tho South, and in some of tha| blackest.ohaptors of the recont humiliat? ing history of the Southern- States, the names of native Democrats oeour with unpleasant frequency. Domoorat or Republican, however, it is a matter for-siucero rejoicing that tho; end of their rule, whero it has not al? ready been reached, is approaching. The causes are various. Tho Amnesty Act was, perhaps, the chief, as it was among the first. This restored to politi? cal activity in tho South tho groat body of men who were acquainted intimately with public affairs, and wbo had the character and capacity to deal with them. Tho next blow to tho rule of tho cor? rnptionists was the nomination of Greo ley at Baltimore. That divided them. Many of them, like Wnrmoth, thought they saw a "revolution," and went over to the fusion movement. It divided tho Democrats, also, and brought- some of the shrewdest and most oapable of them into active oo-operatiou with the better Republicans, and, what is most impor? tant, established political sympathy be? tween them and the negroes. It can no longer be said that negroes uro all ouo side, and the Southern whites on the other. Another beneficent effect of Mr. Gree ley's nomination-and defeat is, that it is now perfectly clear that whatever wild hopes the Southerners may havo enter? tained of modifying the results of the war by unfriendly legislation or un? friendly administration, must be aban? doned. The influence of this fact will extend in the South to all, even to those ruiiq Kort been r,ucrtns/*io,,a *"*f ?ritcrti ing any suoh hopes, but whose spirit! has been one of ill-concealed discouteut1 and- even animosity toward the National Government. Probably ono result will" be that Southern meu will not bo very prominent in national politics during the next few years. Another result, equally probable, and flowing from the former, will be that Southern men will tC?II the ~s*2 .??.e.. ? ~ a.:, v.. affairs, as affording rewards for their legitimate ambition, and a field for ac? tive and efficient work. Certainly, the field is ample. The South needs effi? cient and economical State Governments, and she can only get them from the hands of her own citizens. She needs a carefully-developed Bystem of schools, adapted to her peculiar population; she requires'cheap, simple and effective courts, especially for minor causes and for criminal procedure; Bbe needs, and needs absolutely, a vigorous enforcement | of the laws for tho protection of person and property; and she noeds a judicious, prudent, bat patient and continual, ef? fort to improve her material resources in all legitimate ways. These are no easy tasks. To perform them well will bring labor enough to tax any genera? tion of active publio men; but it will bring solid satisfaction, and well earucd reputation also, to those who bear their part in it.?New York Times.
