The Horse Plaque?Its Unfavora?

press, of the 28th inBtant, before this
horse plague made its appearance, West
streut and along the docke from the
battery, presented a busy scone not often
witnessed on the great dooks of Liver?
pool. To-day a different view presents
itself, for all along the docks business is
almost at a Btand-still. With tho excep?
tion of a few light wagonB hero and
there, nothing now comes in the way of
those who had often fifteen or twenty
minutes to wait to get nn opportunity to
croBB the ferry. A survoy through tho
docks tells truly. On the Narragansetto
pier, on each side, huge piles of boxes
lie awaiting removal. Ono of tho men,
being accostod and asked the cause, said:
"There are no horses to remove it; wo
had ninoteou teams, and tlioy are all
down; I was a driver, and now I was
sent to help to remove the stuff back?
ward, in order that a passage might be
kept clear for tho passengers to tho boats.
At the great Southern line, pier 29,
things are as bad; no toams were on tho
pier, and huge piles on all sides blocked
the way. Ou tho Boston line the boats
havo been detained iu consequence of
there being no room for tho freight.
This company has a contract with ex?
press companies, who, notwithstanding
their horses are all down, continue to
keep a few on tho road, and by that
means the freight is kept cleared. The
agent bclievos that there will not be a
team to be had on Monday, and a gene?
ral cessation of business will ensue as
regards the carrying of freight. The
approaches to West streot, whioh was
formerly orowded on a Saturday after?
noon with teams and wagons, and whioh
often impeded the running of the oars,
to the annoyance of many, are now al?
most deserted. At tho piers of the
ocean steamers, tho bales of goods aud
hardware for Europe lie on the piers nn
removed. The piers are actually desert?
ed. At the Anchor pier, the agent states
that if Buoh a state of things exist a
week as thoy do to-day, the steamers
cannot be unladen. There are no teams
to remove the freights, and the compa?
nies care not to blook up the piers. The
India, of the Anchor line, which ar?
rived on Friday, has not commenced yot
to discharge her cargo.
