THE DAILY ''Let our nut Censures PHONLX. Attend the True Event." BY J. A. SELBY. COLUMBIA, S. C., THURSDAY MORNING, OCTOBER 17, 1872. VOL. VIII-NO. 180. ORDER TO UNITED STATES COMMIS? SIONERS.-The following order was issued yesterday: I. In order to enforce proper responsi? bility, seonro regularity and despatch in the transaction of business, and also to prevent the possibility of loss of ?tapers, returned by Commissioners, the ollowing regulations are established: 1. The CommifBioners of this Court will return all papers in criminal oaBes in the Distriot Court to the Clark, at least ten days before the regular session of the Court, to which tho some oro re? turnable. 2. The Clerk will keep a book in whioh shall be entered, alphabetically, in the name of the defendants, all -warrants, recognizances and other papers, returned by the said Commissioners with tho date of receipt of the same. 3. After suoh papers are received and have been entered by the Clerk, they shall be delivered to the Distriot At? torney in order that he may prepare thc caaes for trial,'and the District Attorney, after having drawn the necessary indict? ments, shall return the papers to thc Clerk, who shall file the same among thc records of the Court. 4. The provision of paragraph one o this Section shall not apply to cases it whioh the warrants are issued and re turned within teu days of the Bitting o the Court, but suoh warrants, &o., ma; be returned, at any time before the sit ting of the Court. II. To prevent unnecessary expense connected with the arrest of defendant and witnesses by Commissioners of thi Court, said Commissioners will not here after issue warrants for the arrest of wil nesses, but will obtain the attendance o witnesses before them by means c subpoenas. If in extraordinary cases, the attenc ance of witnesses cannot be procure exoept by their arrest on warrants, ai plication for authority to issue sue warrants must first be obtained from tb Distriot Attorney, or if witnesses ai likely to escape before such authorit ean be obtained, then the warrant mo be issued and the faot reported to tl Distriot Attorney for his approval. ILL Whenever a Commissioner causi the arrest of any person on a crimini process, and such person is held f< trial, he shall at once report the faot I the Diotriot Attorney, giving the nan of the defendant, the cause of his arres the date and section of the Aot undi whioh the warrant is issued, and tl names of the witnesses against him. IV. The aooounts of no Commission will bo approved for payment until tl provisions of this order are complu with. Y.
