GEORGIA TO BB RECONSTRUCTED AND AGAIN PUT UNDER MILITARY RULE.-A spooial to the Louisville Courier-Journal, dated Washington, Ootober 9, says: Tho leading Government organ of tba city the Washington Chronicle-publishes daily editorial articles, telegrama, Seo,, in respoot to Georgia, charging that the late Democratic minority of 60,000 in that State was tho result of intimidation of negroes. There was no disturbance envo nt two points, and the Democratic gains aro general. But though no proof jB adduced in support of the charge be? yond tho refusal of the whites to let themselves be driven from the polls at Macon, it ia believed by well-informed persons that there is o serions design in Administration circles to throw out the electoral vote of Georgia and to subject that State to a third military reconstruc? tion, in order to further the designs, now only partly accomplished, of Simon Cameron and Secretary Delano upon the Georgia railroads. Them will he an en? deavor to work up public opinion so as to furnish exouse for these acts and for exolnding the members of Congress to be eleoted iu November next until the organization of tho next House of Rep? resentatives th all have been perfected. Federal troops will probably be sent to Georgia and Louisiana, with directions to back up the carpet-baggers in any sharp practice at the elections. A GOOD SHOT.-A covey of partridges alighted on a fence near the residence of Mr. John Scaley, on Broad street, io tho lower part of the city, on yesterday morning, when Mrs. Scaley shot, with a double-barreled gnn, and killed eleven of them and wounded one.
