THE DAILY ''Let OUT just Censures BY J. A. SELBY. COLUMBIA, S. C.. FRIDAY MORNING, OCTOBER 4. 1872. VOL. VIII-NO. m'. Outrages Blaue to Order. The papers which sustain the Admi? nistration aro just now heavily freighted with accounts of outrages upon the co? lored people by the Southern whites. The 'Stories are vory bad, and aro sand? wiched with nccoifnts of Ku Klux dep? redations, and sprinkled in here and there with details of murder. Unques? tionably, somo of these accounts may be founded upon facts, as the novelists say; but it is next to impossible to find the original atom which served an tho basis of a mountain of assertion. We have taken pains to investigate some of the oases reported to fire tho Northern heart, and in every instance thus far have found that the facts boro about the same relations to tho talo founded upon them as the incidents picked ont of a police report bear to one of Sylvanus Cobb's novels, or the knee-bone of an unknown bird bears to the stuffed imago in the museam. The fuot that these papers told of no such outrages six mouths ago is exceedingly suspioioas. It is impossi? ble to believe that human natnro in the Southern States has undergone a total transformation in twelve weeks. Then it was the fashion to represent that Gen, Grant's polioy of coercion had worked sc admirably that a negro's lifo and hut ?wore safer in the Carolinas than in Nov. York. Now, when the demand for re oonoiliation rises from 3,000,000 voters we are told that the Southern States ar? covered with violence and dripping witt blood. There is something suspicious in faots that auoommodate themselves sc nicely to the exigencies of a partisai campaign. Admit that tbere are occasional in stances of injustice and wrong on th part of the white people of tho Soutl toward the negro population. So ther are similar instances in Philadelphia Chicago and New York. We must bea in mind that the white people of th South often suffer terrible provocation from the negroes, of which we koo1 next to nothing. The latter ere genera ly ignorant, often indolent, and some times lawless, insulting and violen They are intoxicated with their new found freedom, and mistake liberty fe lioense. Even the best of them are non too good. Mr. Stearns, a missionary an planter, and a Grant man, too, says, i his receotly published book, that the d< predations, and lawlessness, and nairn less vices, and crimes the negroes ai addicted to, are exceedingly exaspera ing. He tells us that even "theso-oallc 'maints' on my plantation were invariab tho worst peoplo I had; more dishone? disobedient, lazy, less interested in ed cation, and in every other good thin than those they factiously termed 'sion men.' " And be adds that "tosee a ra BO thoroughly demented as to call insui yellings and violent contortions of bod totally disconnected from any kind of i idea, the Christian religion, is mela oholy indeed." It is only necessary look at the matter calmly and diBpassio ately, without partisan prejudioo or i tent, to see that the white people of t South occupy a peculiarly difficult ai trying position; and if they sometim say aud do what wo who know nothii of their provocations cannot approx we most remember that while they i not claim to be saints, not every neg is an angel in ebony, as has been repi sented in fiction and pictured to Nor) ern fancy. That there should be mc or less of irritation and occasional ai of violence is not only natural, but inevitable as the friotion between the i tive and foreign population of our gr< cities, and the occasional crimes we < plore and do our best to prevent. The question to be considered is i < xaotly how much blame attaches to c party and how muoh to the other, these reported but generally fiotitk "outrages," manufactured to serve I purposes of the campaign; undoubtei in every instance of real violence 1 blame must be divided between the t parties. The other day wo were told an outrage upon negroes in Pittsburj but when the facta came limping ak after the rumor, it was proved that negroes, excited by the exasp?r?t sentiments and appeals of political c tors of the Wendell Phillips school, 1 furiously attacked a procession of Gi ley men, who were obliged to fight self-defence for their lives. How shall both olai be penetrated with respect for e other, and regard for the laws, the or of society, and the generul interest! the State and civilization? These the real aud urgent questions for nc consider; and these are the problems Liberal movement selves by its doctri of universal amnesty, forgiveness reconciliation. Grantism stands for aotagonism of races in Southern sod It means chronio irritation, breaking continually in feuds, violence, and d< of blood. Et lifts the Ku Klux inte institution by perpetuating the co tiona and provocations which lest that lawless order. For every ot against the colored people commi on Southern soil the Adminietratio partly responsible. Its polioy tends reotly to band the negroes toge against the white people, and to n them feel that the latter are their mies, and would enslave or extermi them were it possible to do so.
