CERT IN BEHALF OP THE SOUTH CAROLINA MONUMENT ASSOCIATION.-The Board of Directors of the South Carolina Monu? ment Association beg to announce that a ooncert in behalf of their association will be given in Columbia, early in Novem? ber. A number of celebrated amatcnr 1 performers of this place, besides seve? ral gentlemen from other parts of the State, have generously lent their services for the ocoasion. The programme and foll particulars of the concert will bo published somo weeks prior to the fair, so that persons residing in distant parts of the State may avail themselves of this opportunity to enjoy a rich musical treat. The Monument Association has pur? chased a site for the Confederate monu? ment, and hopes soon to lay the corner? stone. A large sum is still needed to complete the work, and we appeal to all for aid-to those whose privilege it was to fight by the side of the gallant dead whose deeds we commemorate; to the mothers and wives of these men; to their children, who, in years to come, are to redeem Sonth Carolina; and lastly, to those who love liberty and who honor the past and pray for the future of our beloved State. SOUTH CAROLINA MONUMENT ASSOCIA- | HON.-COLUMBIA, S. C., September 20, 1872.-The Board of Directors of the j South Carolina Monument Association, encouraged by the success of the bazaar, last year, and yielding to tho urgent re-quest of a great number of persons, take pleasure in announcing that they will open a "monument restaurant" at the fair grounds, on the first day of the fair, and will not oloae their eales nntil after the distribution of prizes. Amendment relating to the further in? crease of the public debt of the State, aa fol? lows: Article XVI-"To the end that the pub? lic debt of South Carolina may not hereafter be increased without tho due consideration and 1res consent of tbo people of the State, the General Assembly ia hereby forbidden to create any further debt or obligation, lither by tho loan of tho credit of the State, by gua? rantee, endorsement or otherwise, except for the ordinary and current business ot the State, without first enumitting the question aa to thc creation of any auch new debt, gua? rantee, endorsement or loan of the credit, to the peop'e of this State, at a gmeral election; and unless two-thirds ot the qualified voters of thia State voting on the question shall be in favor of a further debt, guarantee, en duraemont or loan of thia credit, none shall bo created or made."
