Those op? posed to said amendment shaU cast a ballot, with the following words written or printed thereon: "Constitutional Amendment-MO." 2d. Amendment relating to the furtbor in? crease of the public debt of tho State, as fol? lows: Article XVI-"To the end that the pub? lic debt of South Carolina may not boroafter be increased without tho dne consideration and free consent of tho people of the State, the General Assembly is hereby forbidden to or?ate any lnrther debt or obligation, either by tho loan of tho credit of the State, by gua? rantee, endorsement or otherwise, except for the ordinary and current business of the Stato, without first submitting the question aa to tho croation of any such new debt, gua? rantee, endorsement or loan of the credit, to the people of this State, at a general election ; and unlosB two-thirds of tho qualified voters of this State voting on the question shall be in favor of a further debt, guarantee, en? dorsement or loan of ifiia credit, none shall be created or made." Tho manner of voting on this amendment shall bo as follows: Those in favor of the amendmont shall de? posit a ballot with tho following words written or printed thereon: "Constitutional Amend? ment, Article XVI-Yes." Thoao opposed to the amendmont shall cast a ballot, with the following worda written or printed thereon: "Constitutional Amentbnent, Article XVI-No." All bar-rooms and drinking saloons shall be closed on the day of election, and any person who eh all sell any intoxicating drinks on the ' day of election, shall be guilty of a misde? meanor, and. on conviction thereof, shall be fined in a Bum not loss than one hundred dol? lars, or bo imprisoned for a period not leas than one month, nor more than six months. The Commissioners, and Manager* of Elec? tion, and each of them, are hereby required, with strict regard to the provisions of the Constitution and laws of the State, touching their duty in auch case, to canoe such elec? tions to be held in their respectivo Counties on the day aforesaid, and to take all neces? sary steps for the holding of such elections, and for the ascertaining and determining the persons whoehallhavo been duly elected there? at, according to tho rules, principles and pro? visions proscribed hy the Act and amendment thereto, aforesaid.
