Th?'ex-Emperor was very sore that if any agreement waa ar? rived at between the two Emperors and the Czar, it would be held HO long DB it was advantageous to the contracting parties, and broken with impnuity when it appeared to conflict with the interests of either of the parties to it. Speaking of the policy of isolation which it is thought ia to be pursued towards France, the attention of Napoleon was drawn to BI. Thiers' profession of his peace, when he remarked with muon bitterness and decision: "Words are nothing when they are contradicted by acts. When I was at the head of the army, M. Thiers was fu? rious if I proposed to spend an extra franc upon it. Yet M. Thiers, who de? clared against the slightest additional outlay then, has increased the aost of the army 100,000,000 francs; besides which, he - has spent 60.000,000 or 60,000,000 francs, without any authority whatever. M. Chien? protests that he is all for peaoe; that he desires nothing but peace; that Fracoe has no intention of going to war; that his one object now ia to deve? lop the trade and commerce of the coun? try. Very well. These are his words. What do we see? All bis acts show that I he has a design of going to war in two or three years. So much for bis profes? sions of peaoe. And how does he pro? pose to develop the resources of the j country and extend its trade? By a sys? tem of protection."
