Council met at 7.80 P. M. Present-His Honor the Mayor, John Alexander; Aldermen Thompson, Car? roll, Lowndes, Mitchell, Young, Wilder, Carr, Williams and Griffin. Absent Alderman H?ge and Cooper. Minut?e of previous meetiDg wefe read and ap? proved. PETITIONS, COMMUNICATIONS, AO. Communication was read, signed by B. Vizanski, Chas. Logan and others, reporting a house on Senate street QB a nuisance, and asking Council to have parties removed. On motion Alderman Thompson, the same was received as information, and referred to Chief of Polioe, with power to aot on the same. Communication from Brister Holmes, sexton City Cemetery, was read, asking permission of Council to cultivate the low bottom land in said cemetery. On motion Alderman Mitchell, same was granted. Communication from E. J. Scott, Son & Co., was read, asking for Counoil tc take action on their petition of May 21, 1872, relative to over-assessment of tax?e in 1871, was, on motion Alderman Oar roll, referred to Committee of Ways and Means, with request that they report OE same at next regular meeting. Communication from Jacob Levin, Secretary and Treasurer of Colombie Gas Company, was read, oallibg atten tion of Council to the unpaid gos billi against the oity, and asking for imme diate payment of same, which was, oi motion of Alderman Lowndes, referrec to Committee of Ways and Means. The following petition was read: To his Honor the Mayor and Aldermen o? the city of Columbia, S. C. GENTLEMEN: Your petitioner is about to place a small engine, of one-horsi power, on his premises, on Main street for the purpose of driving ioe orean churns, and, therefore, would make ap plication to use the same. Badge was read, reporting a house on Senat street os one of ill-repnte and annoyanci to residents near the same, and asking o Counoil some aotion to prevent the same Motion, by Alderman Lowndes, tha the Mayor summons the parties befor him and investigate the case, and t< punish by fine, if necessary. Adopted By Alderman Liowndes, that the Ooun eil rescind so much of resolution on pe tition of B. C., July 16, 1872. To the Honorable the Mayor and Aldermt of the city of Columbia, S. C. GENTLEMEN: We, the undersignei Property holders along the alley-we nown as "Davis* Alley," having r< oently had our attention called to tl condition of the same, by the frequei complaints which have been made 1 your honorable body relative tberet have diligently endeavored to ascerta the true cause of the mischief, at sought to suggest a practicable solutit of the difficulty. The source of the evil being found : the very level oonditiou of the gram in that vicinity, and the consequent it praotioability of securing such a full would effect thorough drainage, und the present system, we are forced to tl conclusion that the only oure for the e isling evil is by resorting to the mea of a covered drain; whereby not on the required fall may be obtained, b the effect of the sun excluded from wh there may still remain of a sluggi flow. With the co-operation of yo honorable body, this can be easily c complished; for the undersigned ho ing agreed, at their own expense, furnish suoh a drain throughout t entire extent of the alley and to entrance into Assembly street, it but i mains that the oity should here lend aid, and oontinue the drain to its prop outlet. Should this suggestion meet t approbation of your honorable bod we cannot but think this source of mu angry discussion would be forever at end: and the oommunity more than paid by the abatement of what has long been considered a nuisanoe, thin end we would respectfully ask tho oommittee of your Counoil be delegal to oonfer with UE, and report as to i propriety and praotioability of the pl thns proposed. Bids for supplying Hospital and Al House with frosh beef were received from the following partios: John H. Kohler, J. M. Dent, F. M. Drennan, Sr., Drennan & Popo and J. D. Fursa man. Contract was awarded to John H. Kohler for Hospital, and Drennan & Pope for Alms House, at six cents per pound-their bids being the same and the lowest received. The following bills were received and referred to Committee on ?coounts: A. Palmer, $147; Mr. EpBtin, $136; C. W. Simmons, $18.70; Charlotte, Colombia and Augusta Railroad, 75 cents; Joseph Crews, $416.50, Water Works; William Sloane, $13.50, Market; A. Richardson, $11.35, Polioe Department; Wm. Gluze, 81, City Clock; D. C. Poixotto & Son, $10.24, Street Department: W. J. Duffle, $9.35, stationery; J. J. Goodwyn, $15, examination pauper lunatics. REPORTS OP COMMITTEES. The Committee on Wafer Works, t< whom was referred the petition of Soi bels & Ezell, as to supplying Hurley viii with water, reported same back and re commended that same be not granted. On motion of Alderman Thompson the report of the committee was adopted The Council then took np the petitio: of Phoenix Hook and Ladder Company laid over from meeting of July 2. Motion, by Aldermun Young, that th recommendation of tho oommittee b adopted, was agreed to. By Alderman Griffin-Resolved, Tht the supply of water now extending a Sumter street, to the intersection of sai street and Green street, be extended tw blooks farther South, viz: to intorsectio of Blossom and Sumter streets, with tl necessary hydrants, &o. ; also, that smaller pipe be connected at the inte section of Sumter and Divine street running East to the intersection of D vine and Bull streets, for the purpose supplying tho building now occupied I the Unitad States garrison.
