Geo. G. Cottrel, a clerk in the War
Department, died by his own hand at
the Ebbitt House. When the waiter
went into his room at 8 o'clock Sunday
morning, he asked for water, and tho
waiter seeing blood upon him, gave the
alarm. A physician was called, but Cot?
trell said he wanted no doctor, he wanted
water. And in a few moments life was
extinct. He had out a deep gash in his
wrist, and made a slight wound in his
throat, and had probably been bleeding |
a long time when be was found. The
following note was found on his table:
"My motive for this act is known only
to God and myself. To Him only will I
answer. The aot is premeditated, and
done without the pressure of outside in?
fluences. Let no inquest be held, but
bury me in the 'Potter's Field.' I have
not a single friend in the world. Let
no inquiries be made as to the cause of
this act. No one is responsible except
myself. I am in my right mind, and
God alone has a right to inquire into my
motives. Bury me without dressing or
undressing." Cottrell came from Wis?
consin, but was a native of Vermont.
He was about thirty-three years old and
a married man.

Ordinance to EatnbllaH Board of Health.
SECTION 1. Be il ordained, by the
Mayor and the Aldermen of the city of Co?
lumbia, in Council assembled, That a
Board of Health be, aud the same is
hereby, established, which shall consist
of twelve members, to be chosen by bal?
lot by the City Council,'a', their first
meeting in May of each ana every year;
and said Board shall be so chosen, that
three of them shall be elected from Ward
No. 1, three from Ward No. 2, three
from Ward No. 3, and three from Ward
No. 4, seven of whom shall constitute a
quorum; and if any person so elected u
member of the Board of Health, shall
refuse or neglect to perform the duties
hereafter required, he shall, upon con?
viction thereof before the City Counoil,
forfeit and pay the sam of $45: Provided,
That no person shall bo compelled to
serve more than one year in every three.
SEO. 2. Be il further ordained, That
the said Board of Health, of whom seven
shall constitute a quorum, ahull meet at
least once a .fortnight from the first day
June to the first day of Novombor of
each and every year, and at such other
times and at such places as they may
deem necessary and convenient, for the
purpose of receiving and communicat?
ing all possible information relative to
the health of the city, and to advise and
consult together respecting the preserva?
tion of the same; and shall have full and
ample powers to. adopt and carry into
effect all snob measures, mles uud regu?
lations as they may deem necessary to the
discharge of the trust hereby confided
to them; and eaoh and every practical
physician within the city is hereby re?
quired to give immediate information of
the existence of any contagious or malig?
nant disease to the Board, or to any mem?
ber thereof, and at all convenient times
to aid and advise the said Board in the
preservation of the health of the city,
and in the preservation or suppression
of contagions or malignant diseases.
SEO. 3. Be it f urther ordained, That it
shall be the duty of each and every
member of the said Board to cause to bo
removed, from the streets within the
Ward under his or their charge, all of?
fensive substances or nuisances tending
to endanger the health of the citizens of
the city; and the Chief of Police and his
assistants, and the Superintendent of the
Streets, are hereby required, without de?
lay, to obey all orders or precepts that
shall be given them, or either of them,
by either of the members of said Board
respecting removal of such nuisances.
SEC. 4. Be il further ordained, That
the said Board of Health, or any mem?
ber thereof, shall have power, and are
hereby invested with full authority, to
enter into and upon any lot, ground or
possessions of any person or persons,
and thoroughly examine the same; and
whenever the said Board, or any mem?
ber thereof, shall have cause to suspect
that any fool or noxions eflluvia origi?
nates, or is collected in any house, cel?
lar, or in any enclosure whatever, shut
up from pnblio view, they, or any of
them, may demand entry therein, and
direct the same to be opened and venti?
lated, or the cause of such tilla via to bc
removed, as maybe deemed necessary;
and if the owner or occupant of euch
lot, house, cellar or enclosure shall refuse
or delay to open the same, or suffer it to
be examined and ventilated, or removed,
as aforesaid, or shall in any wise ob?
struct tho said Board, or any member
thereof, or any policeman or other officer,
in discharge of his or their official duty,
such owner or occupant shall bo fined
not exceeding twenty dollars for each
and every day ho, she or they shall so
neglect, refuse or delay, after demand by
said Board, or any member thereof; and
shall also defray all expenses incurred in
the removal or suppression of such nui?
sances, under tho direction of said
Board, or any member thereof.
SEC. 5. Be it further ordained, That it
shall be the duty of the City Clerk to
act as clerk of tho said Board of Health.
SEC. G. Be it further ordained, That it
shall be the duty of the Chief of Police,
or acting Chief of Police, to make dili?
gent inquiry as to all nuisances which
may exist within the city; to receive all
complaints which may bo made to him
concerning the same, and to report im?
mediately to any member or members of
the Board of Health having charge of
the Ward in which such nuisance ex?
ists; and it shall be the duty of tho said
Chief of Police, or acting Chief of Po?
lice, to attend the meetings of the Board
of Health when required, and obey such
instructions as said Board of Health
may give relative to the health of the city
SEO. 7. Be it further ordained, That
the Chief of Police, or acting Chief of
Police, shall have power, and is hereby
authorized and required, to demand
entrance into any lot, building, cellar or
enclosure, wherein he may suspect any
nuisance to exist, for the purpose of
ascertaining whether any such nuisance
does exist therein; and if the owner or
occupant ol any such lot, building,
collar or enclosure shall refase to permit
said Chief of Police, or acting Chief of
Police, BO to enter for the purpose af ore
said, or shall otherwise obstruct or hinder
bim in the discharge of tho above duty,
such owner or occupant sh nil forfeit and
pay for each and every offence a sum not
exceeding twenty dollars.
SEC. 8. Be il further ordained, That
the second section of an ordinance,
passed on the 16th day of April, A. D.
1851, entitled "An ordinance to esta?
blish a Board of Health," be so amended
as to require that every physician in the
city of Colombia shall report to the said
Board of Health, within twenty-four
hours, the occurrence of any case of
contagions or malignant disease in his
practice, under a penalty of ten dollars
for each and every oase whioh he shall
neglect, within twenty-four hours after
his knowledge thereof, to report; said
fine to be collected by information be?
fore the Mayor, or any of the Aldermen.
SEO. 9. Be it further ordained, That
this ordinance shall take effect from and
after its ratification, and that all ordi?
nances heretofore of force repugnant to
this ordinance be repealed.
