SHORT SERMON.-We find in one of onr exchanges a short, practical and pithy sermon. As it is by a layman, it may . be interesting, and, posssibly, adapted to some of our readers. It reads as follows: Owe no man anything. Keep ont of debt. Hate it with perfeot hatred. Abhor it with an entire and absolute ab? horrence. Dig potatoes, break stones, peddle tin ware, do anything that is honest and useful, rather than run in debt. As you value good digestion, a healthy appetite, a placid temper, a smooth pillow, pleasant dreams and happy waking, keep ont of debt. Debt is the hardest of all task-masters, the most oruel of all oppressors. It is a mill-stone about the neck. It is an incu? bus on the heart. It spreads a cloud over the firmament of man's being. It farrows the forehead with premature wrinkles; it plnoks the eye of its light; it drags all nobleness and kindness out of port and bearing of a man. It takes the soul oat of his laugh, and all the stateliness and freedom from his walk. Gome not ander his dominioa. The editor adds as a peroratioo : This sermon we take feelingly borne to ourselves. And now in order that onr friends, who are getting somewhat in arrears, may save both themselves and us from so dark a doom-what shall we say? A man was picked ap recently by the Cleveland (Ohio) police who seemed to be suffering from mental aberration, but on recovery gave this account of himself: "When he left his happy home early in the morning his wife kissed him good? bye, as was her custom when she wanted any errand performed, and then asked him to 'go to the dress-maker and tell her that she (the wife) had ohanged her mind, and would have the watered silk made up instead of the poplin, and be sure to tell her, dear,'said the wife, 'that if ehe thinks it would look better with ten bias flounces without puffing, end box pleated below the equator, which should be gathered in hem-stitched gud? geons up and down the seams, with a gasset stitch between, she can make it np in that way, instead of fluting the bobinette insertion, and piecing out with point applique, as I suggested yes? terday.'" A member of the Arkansas Legislature, who goes for economy in public expend? iture, in speaking on an extravagant ap priation, indignantly exclaimed: "Gen? tlemen, talk about 'adequate compensa? tion of public servants!' Why, sir, dur? ing the late war, I was in thirty-seven battles, W8B wounded thirteen times in the cause of the South, and the entire pay I received waa thirty dollars Con? federate money, every cent of which I gave for one gloss of old whiskey I" A young man in Franklin, Ohio, cal? culates that daring a period of five years, he has walked 18,253 miles in visiting his sweet-heart. How far mast he travel, we wonder, to walk into her af? fections. Be it ordained, by thc Mayor and the Aldermen of the city of Co? lumbia, in Council assembled, That a Board of Health be, and the same ia hereby, established, which shall consiBt of twelve members, to be chosen by bal? lot by the City Council,'ut their fitst meeting in May of each and overy year; and said Board shall bo so chosen, that three of them shall be elected from Ward No. 1, three from Ward No. 2, three from Ward No. 3, and three from Ward No. 4, seven of whom shall constitute a quorum; and if any person so elected a member of the Board of Health, shall refuse or negleot to perform the dutiee hereafter required, he shall, upon con? viction thereof befor? the City Council, forfeit and pay tho Hum of $15: Provided, That no person shall be compelled to serve more than one year in every three. SEO. 2. Be il further ordained, That the said Board of Health, of whom Bevon shall constitute a quornm, shall meet at least once a .fortnight from the first day Jane to the first day of November of each and every year, and at such other times and at such pince? as they may deem necessary and convenient, for the purpose of receiving and communicat? ing all possible information relative to the health of the eity, and to advise and consult together reBpeoting the preserva? tion of the same ; and shall have full and ample powers to adopt and carry into effect all Buoh measures, rules and regu? lations as they May deem necessary to the discbarge of the trust hereby confided to them; and eaoh and every practical physician within the city is hereby re? quired to give immediate information of the existence of any contagious or malig? nant disease to the Board, or to any mem? ber thereof, and at all convenient times to aid and advise the said Board in the preservation of the health of the city, and in the preservation or suppression of contagions or malignant diseases. SEO. 3. Beit further ordained, That it shall be the duty of each and every member of the said Board to oaoso to be removed, from the streets within tho Ward under his or their charge, all of? fensive substances or nuisances tending to endanger the health of the oitizens of the city; and the Chief of Police and his assistants, and the Superintendent of the Streets, are hereby required, without de? lay, to obey all orders or precepts that shall be given them, or either of them, by either of the rr embers of said Board respecting removal of such nuisances. SEO. 4. Be ii further ordained, That the said Board of Health, or any mem? ber thereof, Bbal! have power, and are hereby invested with full authority, to enter into and npon any lot, ground or possessions of any person or persons, and thoroughly examine the same; and whenever the said Board, or any mem? ber thereof, shall have cause to suspect that any fonl or noxious efilavia origi? nates, or is collected in any house, cel? lar, or in any enolosnre whatever, shut np from publia view, they, or any of them, may demand entry therein, and direot the same to be opened and venti? lated, or the cause of such efilavia to be removed, as maybe deemed necessary; and if the owner or occupant of such lot, house, cellar or enclosure sb all refuse or delay to open the same, or sutler it to be examined and ventilated, or removed, as aforesaid, or shall in any wise ob? struct the said Board, or any member thereof, or any policeman or other officer, in discbarge of bis or their official duty, such owner or occupant shall be fined not exoeeding twenty dollars for each and every day he, she or they shall BO negleot, refuse or delay, after demand by said Board, or any member thereof; and Bball also defray all expenses incurred in the removal or suppression of such nui? sances, under the direction of said Board, or any member thereof. SEO. 5. Be il further ordained, That it shall be the duty of the City Clerk to act asolerk of the said Board of Health. SEO. 6. Be it farther ordained, That it shall be the duty of the Chief of Police, or neting Chief of Police, to make dili? gent inquiry as to all nuisances whioh may exist vi th in the city; to receive all complaints whioh may be made to him concerning the same, and to report im? mediately to any member or members of the Board of Health having oharge of the Ward in whioh suoh nuisance ex? ists; and it shall be the doty of the said Chief of Polioe, or acting Chief of Po? lice, to attend the meetings of the Board of Health when required, and obey such instructions as said Board of Health may give relative to tbe health of the oity SEO. 7. Be it further ordained. That the Chief of Police, or acting Chief ol Police, shall have power, and is hereby authorized and required, to demand entrance into any lot, building, cellar oi enolosnre, wherein he may suspect any nuisance to exist, for the purpose ol ascertaining whether any such nuisance does exist therein ; and if the owner ox occupant of any euch lot, building, cellar or enclosuro shall refuse to permit said Chief of Police, or acting Chief ol Police, so to enter for the parp?se afore said, or shall otherwise obstruct orhindei him in the disohargo of tho above duty such owner or occupant shall forfeit aac pay for eaoh and every offence a sum no: exceeding twenty dollars. SEO. 8. Be il further ordained, Tha the second section of an ordinance passed on the 16th day of April, A.
