Republican relates' that Mr. William
Richardson, of that city, while harness?
ing his stallion to a buggy, was caught
savagely by the wrist and bitten by the
animal in tho moat frightful . manner.
The horse .refused to let go his hold

resone, and who was also attacked. Mr.
Richardson, came near being trampled to
death, and mast lose his hand by ampu?
tation . His left-arm was also dislocated
both at the elbow and shoulder. The
horse heretofore has always beep kind
and manageable; and the owner thinks
that he mUstl 'have made some mistake
in his treatment of the stood that day.

meeting in Maj of en oh and every year;
and said-Board Bhall be so chosen, that
three of them Bhall be elected from Ward
No. 1, three from Ward No. 2, three
from Ward No. 3, and three from Ward
No. 4, seven of whom shall constitute a
quorum ; and if any person so elected a
member of the Board of Health, shall
'ref UBO or neglect to perform the duties
hereafter required, he shall, upon con?
viction1 thereof before the Oity Co un oil,
forfeit and pay thc sum of $45: Provided,
That no person shall be compelled: to
serve more than one year in every three.
SEO. a. Be it further ordained. That
the said Board of Health, of whom seven
shall constitute a quorum, Bhall meet, at
least once a -fortnight from the first day

eaoh and-every year, and at euch other
times and ut such places as they may
deem necessary and convenient, for the
purpose of receiving and communicat?
ing all possible information relative to
tho health of the oity, and to adviso and
consult together respecting the preserva-'
tion of the same; and shall have full and
ample powers to adopt' and carry into
effect all such measures, rules and regu?
lations as they may deem necessary to the
discharge of tho trust hereby confided
to them; and eaoh and every practical
physician within tho city is hereby re?
quired to give immediate information of
the existence of any contagious or malig?
nant disease to the Board, or to any mem?
ber thereof, and at all convenient times
to aid and advise the said Board in the
preservation of the health of the city,
and in the preservation or suppression
of contagious or malignant diseases.
SEO. 8. Be it further ordained, That it
shall be the duty of each and every
member of the said Board to cause to be
removed, from the streets within the
Ward under his or their oharge, ail of?
fensive substances or nuisances tending
to endanger the health of the citizens of
the oity; and the Ohief of Police and his
assistants, and the Superintendent of the
Streets, are hereby required, without de?
lay, to obey-all orders or precepts that
ahall be given them, or either of them,
by either of tho members of said Board
respecting removal of such nuisances.
SEO. 4. Be il further ordained, That
the said Board of Health, or any mem?
ber thereof, shall have power, and are
hereby invested with full authority, to
enter into and upon any lot, ground or
possessions of any person or persons,
and thoroughly.examine the same; and
whenever the said Board, or any mem?
ber thereof, shall have cause to suspect
that any foul or noxious effluvia origi?
nates, or ia collected in any house, cel?
lar, or in any enclosure whatever, shut
up from public view, they, or any of
them, may demand entry therein, and
direct the same to be opened and venti?
lated, or the oause of such effluvia to bo
removed, as maybe deemed necessary;
and if the owner or occupant of snob
lot, house, cellar or enclosure shall refuse
or delay to open the same, or suffer it to
be examined and ventilated, or removed,
aa aforesaid, or shall in any wise ob?
struct the said Board, or any member
thereof, or ?ny policeman or other officer,
i irdischarge of his or their official dnty,
suoh owner or occupant Bhall be fined
not exceeding twenty dollars for each
and every day he, she or they shall so
neglect, refuse or delay, after demand by
said Board, or any member thereof; and
shall also defray all expenses incurred in
the removal or suppression of such nui?
sances, under the direction of said
Board, or any member thereof.
SEC. 5. Be it further ordained, That it
shall be the duty of the City Clerk to
act as derk of the said Board of Health.
SEO. G. Be it further ordained, That it
aball be tho dutj>of the Chief of Police,
or acting Ohief of Police, to make dili?
gent inquiry as to all nuisances which
may exist, within the city; to receive all
complaints which may be made to bim
concerning the same, and to report im?
mediately to any member or members of
the Board of Health having oharge of
the Ward in which snob nuisance ex?
ists; and it shall be the dnty of the said
Chief of Police, or neting Chief of Po?
lice, to attend the meetings of the Board
of Health when required, and obey such

may give relative to the health of the city
SEO. 7. Be il further ordained. That
the Chief of Police, or acting Chief of
Police, ahall have power, and is hereby
authorised and required, to demand
entrance into any lot, building, cellar or
enclosure, wherein' he may suspect any
nuisance' to exist, for the purpose of
ascertaining whether any suoh nuisance
does exist therein; and if the owner or
occupant of any ench lot, building,
cellar or enclosure shall refuse to permit
said Chief of Police, or acting Chief of
Folioe, so to enter for the purpose afore?
said, or shall otherwise obstruct or hinder
him in the disoharge of the above duty,
such owner or occupant shall forfeit and
pay for eaoh and every offence a sum not
exceeding twenty dollars.
SEO. 8. Be it further ordained, That
the second section of an ordinance,
parsed on the lGth day of April, A. D.
1851, entitled "An ord in tin co to esta?
blish a Board of Health," beso amended
as to require that every physician in the
oity of Columbia shall report to the said
Board of Health, within twenty-four
hours, the occurrence of any oase of
contagious or malignant disease in his
practice, nuder a penalty of ten dollars
for each' and every case which ho shall
negleot, within twenty-four hours after
bis kuowledgo thereof, to report; said
fine to be collected by information be?
fore the Mayor, or any of tho Aldermen.
SEO. 9, Be it further ordained. That
this ordinanoe shall take effect from and
after its ratification, and that all ordi?
nances heretofore of force repugnant to
this ordiuance bo repealed.
