A reporter upon a Western paper,
speaking of a pertain fair creature, re?
marked that the profusion and color of
her hair wonld lead one to look upon it

An unauthentic story is that the sheep
in Colorado have long wool, in which
dost accumulates during summer. Then

SEOTION 1. Be it ordained, by the
Mayor and the Aldermen of the oily of Co?
lumbia, in Council assembled, That a
Board of Health be, and the same is
hereby, established, wbioh shall consist
of twelve members, to be chosen by bal?
lot by the City Conn oil, Tat their first
meotiug in Moy of eaoh and every year;
and said Board shall be so chosen, that
three of them shall be elected from Ward
No. 1, three from Ward No. 2, three
from Ward No. 8, and three from Ward
No. 4, seven of whom shall constitute a
quorum; and if any person so elected a
member of tho Board of Health, shall
refuse or negleot to perform the dutiee
hereafter required, he shall, upon con?
viction thereof before the City Council,
forfeit and pay the sum of $45: Provided,
That no person shall be compelled to
serve more than one year in every three.
SEO. 2. Be it further ordained. That
the said Board of Health, of whom seven
shall constitute a quorum, shall meet at
least once a fortnight from the first day
June to the first day of November of
each and every year, and at such other
times and at such plaoes as they may
deem necessary and ooo vendent, for the
purpose of receiving and communicat?
ing all possible information relative to
the health of the city, and to advise and
consult together respecting the preserva?
tion of the same; and shall have full and
ample powers' to adopt and oarry into
effeot all such measures, roles and reg??
lateos as they may deem necessary to the
discharge of the trust hereby confided
to them; and eaoh and every praotioal
physician within the city IB hereby re?
quired to give immediate information of
the existence of any contagious or malig?
nant disease to the Board, or to any mem?
ber thereof, and at all convenient times
to aid and advise the said Board in the
preservation of the health of the oity,
and in the preservation or suppression
of contagions or malignant diseases.
SEO. 8. Be it further ordained, That it
shall be the duty of each and every
member of the said Board to cause to be
removed, from the streets within the
Ward under his or their charge, all of?
fensive substances or nuisances tending
to endanger the health of the citizens of
the city; and the Chief of Folioe and his
assistants, and the Superintendent of the
Streets, are hereby required, without de?
lay, to obey all orders or precepts that
shall be given them, or either of them,
by either of the members of said Board
respecting removal of such nuisances.
SEO. 4. Be il further ordained, That
the said Hoard of Health, or any mem?
ber thereof, shall haye power, and are
hereby invested with full authority, to
enter into and npon any lot, ground or
possessions of any person or persons,
and thoroughly examine the same; and
whenever the said Board, or any mem?
ber thereof, shall have canso to suspect
that any fonl or noxious effluvia origi?
nates, or is oolleoted in any house, cel?
lar, or in any enclosure whatever, shut
up from publio view, they, or any of
them, may demand entry therein, and
direct the same to be opened and venti?
lated, or the canse of such effluvia to be
removed, as maybe deemed necessary;
and if the owner or occupant of such
lot, honse, cellar or enclosure shall ref uso
or delay to open the same, or suffer it to
be examined and ventilated, or removed,
as aforesaid, or shall in any wise ob?
struct the said Board, or any member
thereof, or any policeman or other officer,
in discharge of his or their official duty,
suoh owner or oconpant shall be fined
not exceeding twenty dollars for each
and every day he, she or they shall so
negleot, refnse or delay, after demand by
said Board, or any member thereof; and
shall also defray all expenses inonrred in
the removal or suppression of suoh nui?
sances, under the direction of said
Board, or any member thereof.
SEC. 5. Be it further ordained, That it
shaii be the daty of the City Clerk to
aot as clerk of the said Board of Health.
SEO. 6. Be ii further ordained, That it
shall be the duty of the Chief of Police,
or acting Chief of Police, to make dili?
gent inquiry as to all nuisances which
may exist within the city; to receive all
complaints which may be made to him
concerning the same, and to report im?
mediately to any member or members of
the Board of Health having charge of
the Ward in wbioh suoh nuisance ex?
ists; and it shall be the duty of the said
Chief of Police, or acting Chief of Po?
lice, to attend the meetings of the Board
of Health when required, and obey such
instructions as said Board of Health
may give relative to the health of the oity
SEO. 7. Be it further ordained, That
the Chief of Police, or noting Chief of
Police, shall have power, and is hereby
authorized and required, to demand
entrance into any lot, building, collar or
endosare, wherein he may suspect any
nuisance to exist, for the purpose of
ascertaining whether any suoh nuisance
does exist therein ; and if the owner or
oconpant of any snch lot, building,
cellar or endosare shall refuse to permit
said Chief of Police, or acting Chief of
Polioe, so to enter for the purpose afore?
said, or shall otherwise obstruct or hinder
him in the disoharge of the above duty,
suoh owner or oconpant shall forfeit and
pay for eaoh and every offence a sum not
exceeding twenty dollars.
SEO. 8. Be it further ordained, That
the second seotion of an ordinanoe,
passed on the 16th day of April, A. D.
1851, entitled "An ordinanoe to esta?
blish a Board of Health," be so amended
as to require that every physician in the
oity of Columbia shall report to the said
Board of Health, within twenty-four
hours, tho occurrence qf any ease of
contagions or malignant disease in his
practice, ander a penalty of ten dollars
for eaoh and every oase whioh he shall
negleot, within twenty-four hours after
his knowledge thereof, to report; said
fine to be oolleoted by information be?
fore the Mayor, or any of the Aldermen.
SEO. 0. Be it further ordained, That
this ordinanoe shall take effect from and
after its ratification,-and that all ordi?
nances heretofore of force repugnant to
this ordinanoe be repealed.
