OOTJNOHJ CHAMBER, COLUMBIA, 8. C., Jane 4, 1872. Present-His Honor the Mayor, John Alexander, and Aldermen Wilder, Carr, Mitchell, Williams, Griffin, Thompson, Young, Oooper and Carroll. Absent- | Aldermen Carpenter, Lowndes and H?ge. The Mayor stated he had oalled this speoial meeting to take into considera? tion rules aod regulations for the. go-, vernmoo t of the police, which were read. On motion of Alderman Oooper, they were adopted, and so muon, as related to the duty of officers, was referred back to the Oommittee on Guard House. A communication from Mr. Berg, Su? perintendent and Architect of new City Hall, waa read, stating that $6,000 was due Mr. Waring, as first payment on said hall, according to contract. Ou motion of Alderman Carroll, the Mayor was empowered to borrow $0,000. One-half to be patd to Mr. Waring, the balance to be used to pay police force and other debts. The following acconnta were presented and referred to Committee on Accounts: Mr. Horn eb v. $0 15, on Water Works; Goo. Allen, $20.22, and Foster Button, $150, Alms House; W.B. Dana, $48; I Charleston Courier, $165.60, printing account. On motion of Alderman Cooper, the Connoil adjourned at 10 o'olook. CHAS. BARNUM, City Clerk. EATHO BY THE CARD.-A man from a back County determined to spend a few weeks in New York, for the purpose of seeing all tho sights; and in order to strike his acquaintances at home with a ?roper idea of the greatness of his visit, e took lodgings at tho Astor House. When he was uah or ed into dinner the first day, he was surprised at the number of people who sat down, as well as the vastness of the dining-room. He was equally surprised to see that each man had a printed acoount of his dinner bo fore him, and that each one, as he thought, ate according to the directions. He was quite hungry-as well he might be, after waiting three hours over bis time-so he attacked the head of the bill with vigor, and ate down aa fast as he could, but soon came to a stand. Just then the gentleman on his right request? ed the waiter to bring him some ouster pie; which he heard, and instantly re? ferred to his list to see where it was. "Wbatl" exolaimed he with astonish? ment, turning to his neighbor, "are you all the way down there? Why, I have only got to roast beef, and I feel already as if I should burst !" Among the matters considered last week by the Methodist General Confer? ence ?n Brooklyn waa tho prohibition of sinful amusements. There was quite a lively discussion of the subject, some of the ministry thinking the church ought to specify what amusements are sinful, while Bev. Dr. Slicer and others thought something must be left to tho con BC io noes of individual members in tho' matter. Another bro? ther said that danoing wouldn't hurt tho young women if they only danoe alone without men; whereupon a worldly-wise delegate remarked, "But they don't care about dancing that way." And he was right, too. SOUTHERN OATS.-We mentioned a lew days sicco the fine specimen of oats raised on the plantation of Mr. Craw? ford, near this city. These were for? warded to Washington, and the Chroni? cle, ol that city, notices them in tho fol? lowing mauuer: "Col. A. S. Wallace has shown us a specimen of oats, now being out near Columbia, S. C. The stalks are firm and stout, the heads fully seven inches long, and the berry us plump and hard as any we have ever seen. These speci? mens are a full refutation of tho state? ment of those who are interested in building up the Wost, that grain cannot be successfully grown iu the South.
