'Health.
SECTION 1. Be it ordained,, by the
Mayor and the Aldermen of the city of Co?
lumbia, in Council assembled. That a
Board, of Health be, and the same is
hereby, established, which shall consist
ox iweivo members, io be chosen by bal?
lot by the City Council,rat their first
meeting in May of each and every year;
and said Board shall be so ohosen, that
three of them shall be elected from Ward
Ko.. 1, three from Ward No. 2, three
from Ward No. S, and three from Ward
No. 4, seven of whom shall constitute a
quorum; and if any person so elected a
member of the Board of Health, shall
refuse or neglect to perform the duties
hereafter required, he shall, upon con?
viction thereof before the City Oounoil,
forfeit and pay the snm of forty-five dol?
lars: Provided, That no person shall be
compelled to serve more than one year

BBC. 8. Be ii further ordained, That it
shall be tba duty of each and every
member ot the said Board to cause to be
removed, from the streets within the

fensive substances or nuisances tending
to endanger the health of the oitizens of
the city; and the Chief cf Police and his
assistants, ead the Superintendent of the
Streetfl, are hereby required, without de?
lay, to obey all orders or precepts that
shall be-given them, or either of them,
by either of the members of the said
Board respecting the removal of suoh
nuisances.
BKO. 4. Be ii further ordained, That
the said Board of Health, or any mem?
ber thereof, shall have power, and are
hereby invested with full authority, to
enter into and upon any lot, ground or
possessions of any person or persons,
and thoroughly examine the same; and
whenever the said Board, or any mem?
ber thereof, shall have vause to suspect

may exist within the city; to receive all
complaints whioh may be made to him

mediately to any member or members of
the Boord of Health having charge of

ists; and it sholl be the duty of the said
Ohief of Police, or acting Ohief of Po?
lice, to attend the meetings of the Boord
of Health when required, and obey such
instructions os said Board of Health
may give relative to the health of the oity
SEO. 7. Be il further ordained, That
the Ohief of Police, or acting Ohief of
Police, shall hove power, and is hereby
authorized and required, to demand
entrance into any lot, building, cellar or
enclosure, wherein he may suBpeot any
nuisance to exist, for the purpose of
ascertaining whether any snob nuisance
does exist therein; and if the owner or
occupant of any sach lot, building,
cellar or enclosure shall refuse to permit
said Ohief of Police, or acting Ohief of
Police, so to enter for the pnrpose afore?
said, or shall otherwise obstruct or hinder
him in the discharge of the above duty,
such owner or occupant shall forfeit and
pay for eaoh and every offence a sum not
exceeding twenty dollars.
SEO. 8. Be it further ordained. That
the second section of an ordinance,
passed on the 16th day of April, A. D.
1851, entitled "An ordinance to esta?
blish a Board of Health," be so amended
as to require that every physician in the
city of Columbia shall report to the said
Board of Health, within twenty-four
hours, the occurrence of any caso of I
contagious or malignant disease in his
praotico, ander a penalty of ten dollars
for eaoh and every case which he shall
neglect, within twenty-fonr hours after
bis knowledge thereof, to report; said
fine to be oolleoted by information be?
fore the Mayor, or any one of the Alder?
men.
SEO. 9. Be it further ordained, That
this ordinance shall take effect from and
after its ratification, and that all ordi?
nances heretofore of force repugnant to
this ordinance be, and the same are
hereby, repealed.
