THE DAILY ''Let our just Censurea P??ONIX. Attend the True Event.' BY J. A. SELBY. COLUMBIA, S. C., WEDNESDAY MORNING, MAY 29, 1872. VOL. VIII-NO. 60. M tx Ordinance to K stabil ab a Board of Health. SECTION 1. Be it ordained, by the Mayor and the Aldermen of the city of Co? lumbia, in Council assembled, That a Board of Health be, and the some is hereby, established, which shall consist of twelve members, to be chosen by bal? lot by the City Conncil/nt their first meeting in May of eaoh and-every year; and eaid Board shall be so chosen, that three of them shall bo eleeted from Ward No. 1, three from Ward No. 2, three from Ward No. 8, and three from Ward No. 4, Boven of whom shall constitute a quorum; and if any person so elected a member of the Board of Health, shall refuse- or neglect to perform the duties hereafter required, he shall, upon con? viction thereof before the City Oounoil, forfeit and pay the som of forty-five dol? lars: Provided, That no person Bhall be compelled to serve moro than ono year in every three years. Bbc. 2. Be it further ordained. That the said Board of Health, of whom seven shall constitute, a quorum, shall meet at least once a fortnight from the first day June to the first day of November of each and every year, and at such other times and at snob places as they may deem necessary and convenient, for tho ?Purpose of receiving and oommunioat og all possible information relative to the health of the oity, and to advise and consult together respecting the preserva? tion of the same; and shall have fall and ample powers to adopt and carry into effect all snob measures, roles and regu? lations as they may deem neoessary to the discharge, of the trust hereby confided to'them; and eaoh and every praotioal physician within the oity is hereby re? quired to give immediate information of the existence of any contagious or malig? nant disease to the Board, or to any mem? ber thereof, and at all convenient times to aid and advise the said Board in the preservation of the health of the city, and in the preservation or suppression of contagi?os or malignant diseases. Sao. 8. Be it further ordained, That it shall be the duty of each and every member cf the said Board to cause to be removed, from the streete within the Ward under hie or their oharge, all of? fensive substances or noisanoes tending to endanger the health of the citizens ol the city; and the Chief of Police and hii assistants, and tho Superintendent of thc Streets, are hereby required, without de lay, to obey all orders or precepts that ehall be given them, or either of them, by either of the members of the sait Board respecting the removal of soot: nuisances. Seo. 4. Be it further ordained. Thal tho said Board of Health, or any mern ber thereof, shall have power, and ar< hereby invested with full authority, U enter into and upon any lot, ground o possessions of any person or persons and thoroughly examine the same; am whenever the said Board, or any mern ber thereof, shall have oanse to suspeo that any font or noxious effiavia origi nates, or is collected in any house, eel lar, or in any endosare whatever, abo up from public view, they, or any o them, may demand entry therein, am direct the samo to be opened and venti lated, or the cause of saoh effluvia to b removed, as may be deemed neoessary and if the owner or occupant of sao lot, noose, cellar or enclosure shall refus or delay to opeo the same, or suffer it t be examined aod ventilated, or removed aa aforesaid, or shall in any wise ot Btraot the said Board, or any membe thereof, or any policeman or other offioei io discharge of his or their official dot] saoh owner or occupant shall be fine not exoeeding twenty dollars for eoe and every day he, she or they shall e neglect, refuse or delay, after demand b . said Board, or any member thereof; an shall also defray all expenses incurred i the removal or suppression of suoh nn sances, nnder the direction of sai Board, or any member thereof. Th the Chief of Police, or aoting Chief Polioe, shall have power, and is herel authorized and required, to demai entrance into any lot, building, cellar endosare, wherein he may soBpeot ai noisaooe to exist, for tho purpose ascertaining whether any stioh nnisan does exist therein ; and if the owner ooonpfcnt of any saoh lot, boildic cellar or endosare shall refuse to pern said Chief of Police, or aoting Chief Police, so to enter for the purpose afo: said, or shall otherwise obstruct hinder him in the discharge of 1 above duty, such owner or occupe shall forfeit and pay for each and ev< offence a sum not exoeeding twenty d lars.
