BROKHM BANK NOTES AT A PKBMJUII.
The Pittsburg (Pa.) Leader has the fol?
lowing:
One of the anomalies and cariosities
of onr existing financial system is the
fact that the cotes of tho broken national
banks of the United States are worth
four per oent. more than the notes of tho
Bound ones. The explanation is easily
found. The Government guarantees the
circulation pf all the national banks.
That keeps the notes of the poorest of
them, and even of thoBo which have
failed, up to par. The total circulation
of the national. banks of the United
States ia limited to a fixed amount. Bat
vyhon a national bank breaks, if another
bank can buy up its notes and offer the
same guarantees, it is altowed to succeed
to its privileges and franohiBes. Or if a
banking corporation boys np sufficient
notes of various broken national banks
to establish a new bank, the Government
allows it to do this, too. There aro num?
bers of people who would like to go into
the national banking business, if they
had a ohanoe. This gives them a chance.
If they watoh the market and buy up
enough of broken-bank notes, they have
an opening to start a new national bank
in. It is the pressure of these outsiders
who want to get in that oreates the de?
mand for these "busted" bank notes,
whioh has raised them to the promium
we have alluded to, and made the para?
dox, that the notes ol our rotten bunks
are better than those of our good ones, a
sober truth.
A lady, describing the Woodhull Con?
vention in New York, says that at the
close "she was iu ecstasy, apd so was her
sister, Miss Olafflin. Her faoe beamed
nuder her high-crowned Neapolitan
black hat. She shook hands with the
gentlemen enthusiastically. The ladies
kissed her and embraced her, kissed
each other, and kissed her again. I
never before saw so muoh kissing and
hugging in public, nor for that matter,
in private either. Men were , not afraid
top asa hands round women who were
not their wives, and women indulged in
political osonlafion till they were tired."
A Badioal convention was- recently
held at Maoon, Ga. That same night
twenty hogs were stolen there.
