Whereas a multiplicity of offices should be avoided by tbe,Stato, as well as un? necessary expenditures in keeping them up; and, whereas, the duties of Slate Auditor eau be performed by the Comp? troller-General without detriment to the requirements of his offioe; therefore, SECTION 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General A,ssembly, and by the authority of the same, That tho office of the State Auditor be, and it is hereby, abolished, and the duties hitherto devolving upon that offioe shall be performed by the Comptroller-General. SEO. 2. That this Aot Bball take effect on aud after tho general election of Oc? tober, 1872, at which time the State Au? ditor shall turn over all books, papers and accounts of his offioe to the Comp? troller-General. BIA, S O Be it enacted by the Senate and House of Representatives of the State of South Caro? lina, noto mel and sitting in General As? sembly, and by the authority of the same, That the charter of the Synugoguu here? tofore known by the namo of Derek h Etneth, or Path of Truth, of the city of Columbia, be, and the sume is hereby, extended, and shall continue in force until repealed. Approved Marok 13, 1872. AN ACT TO PROVIDE FOR THE ESTABLISH? MENT OF A SCHOOL IN THE STATE PENI? TENTIARY. SECTION 1. Be il enacted by the Senate and House of Representatives of the Slate of South Carolina, now mel and sitting in General Assembly, and by the authority of the same, That on the passage of this Act, it shall be the duty of the Superin? tendent of the Penitontiury to organize a Behool in the said institution for the benefit of such convicts oonfiued therein as may reasonably be expected to derive advantages therefrom. He shall employ teachers, at such compensation an the Directors of the Penitentiary shall deem proper; and said teachers may be re? moved when found inefficient, incompe? tent, or iuattentivo to thoir duties, or for any othor cause unsuitable for the trust. SEO. 2. The school shall be in opera? tion every working day of tho week, at such time between the hours of G and 8 A. M.. and between ? and 8 P. M., as shall not interfere materially with the general work or labor, nor with the meal hours established, or hereafter to be es? tablished, at the institution: Provided, That tho Directors and the Superintend? ent of the Penitentiary may increase the said time, and protract or lengthen the hours of tho school, at their discretion, for such convicts or scholars as shall ma? nifest particular aptness to derivo benefit therefrom. SEO. 3. That it shall be the duty of the State Superintendent of Education, on the requisition of the Superintendent of the Penitentiary, approved by the Directors, to supply the said school with such text books as may be necessary for its use, on suoh terms and conditions as may bo established for supplying the Free Common Schools of the State. SEO. 4. That al! Acts, or part3 of Acts, inconsistent with this Act be, and the same are hereby, repealed. Approved March 13, 1872. AN ACT TO PROVIDE FOR A UNIFORM SYSTEM OF SCHOOL RECORDS. SECTION 1. Be il enacted by the Senate, and House of Representatives of thc Slate of South Carolina, now mel and sitting in General Assembly, and by the authority of the same, That tho Statu Superintendent of Educatiou of tho State of South Ca? rolina be, and he is hereby, authorized to prepare and causo to bo published and distributed a cumploto and uniform system of school records and blank forms, for tho use of the officers aud teachers of tho Free Common Schools of this State. SEC. 2. That for tho purpose of carry? ing out tho provisions of Section 1 of this Act, tho sum of seven thousand (7,000) dollurs be, and is hereby, appro? priated: Provided, That the sume shall only be paid out on tho ordor of tho State Superintendent of Education : And provided, further, That no part of the said appropriation shall be used for any other purpose than is specified in this Aot. SEO. 3. That this Act shall take effect immediately after its pussago. Approved Maroh 13, 1872. AN AOT TO INCORPORATE TUE LINCOLN LIGHT INFANTRY OF DARLINGTON. SECTION 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitlhig in General Assembly, and by the authority of the same, That Samuel J. Keith, Lurry Aiken, Jacob Smart, under the name and style of tho "Lincoln Light Infnntry of Darlington," and thoir associates and successors, bo, and they are respectively, incorporated and made and declared ft body politic and corporate, in de?d and in law, and as sach body politic shall have the power to use and keep a com mon seal, and the same at will to altor, to make all necessary by-laws, not repug? nant to the laws of tho land, and to have succession of officers aud members, conformable to such by-laws; to tue and be sued, plead and be implended. in any court of law or equity iu this State; aud to have, use and enjoy all other rights, and be subject to all otber liabilities, in? cident to bodies corporate. Falk uud others, uud their associates and suc? cessors, are hereby made aud created a body politic and corporate, under tho name and stylo of tho Columbia Artili cial Stone and Cement Company, with a brunch ut Charleston, South Carolina; for the purpose of manufacturing artifi? cial Btouo und cement, with a cupital of five thousand dollars, with tho privilege to iuoreuse, tho consent of the stock? holders first hold and obtained. SEC. 2.
