LONDON, April 9.-A remonstrance to the Spanish Government against the prohibition of the departure of Chinese laborers from Coba was urged in the House of Commons. The Ministry stated that the Government was aware that the Havana authorities forbade their ?xodos. The Post's rumor that the foreign of fice had received a despatch from the United States, whioh solved the question of consequential damages, is authorita? tively deniod. The contradiction pro? duces general disappointment. LONDON, April 9.-The grand jury at the Old Bailey indicted the Tichborne claimant for forgery and perjury. A special despatch to the Manchester Guardian Bays Hon. B. C. Sohenck, while in Paris, from whioh city he re? turned yesterday, had au interview with the American counsel before the Geneva tribunal of arbitration, and upon his ar? rival here called upon Earl Granville. The result of these interviews, says the despatch, is that neither counsel nor ar? bitrators will meet nt Geneva on the 15th inst.-the day appointed for the as? sembling of the board-but that the English and American agents will meet and exohat ge counter cases. At a meeting of the Cl ar lng House, a resolution to expel the Tenth National Bank was defeated by a compromise to put the bank upon its future good be? havior. The Tribune says Fenton will address the liberal Republicans at Cooper Insti? tute on Friday. Schurz will address tho German citizens at Cooper Instituto on Wednesday. WASHINGTON, April 9.-The State Department has received advices that the Madrid Government is investigating the case of Dr. Howard. Meantime, Dr. Howard remains at Cadiz. Orders havo been given for his good treatmeut. The Senate is discussing a depot in tho heart of the city for tho Pennsylva? nia Central combination. NEW YORK, April 9-Evening.-The Atalanta boat club, which is to row tho London club on the. Thames, leaves here next Saturday. Daniel Drew publicly asserts that he was not interested in the locking np of money by the Tenth National Bank. He was examined before United States Commissioner Davenport this morning. It was proved that the bank had not withheld money from circulation for a consideration, und thc complaint was dismissed. BULLYING GRANT.-We learn, says the Beaufort Republican, of the 4th instant, that a meeting was held in Columbia to decide upon tho names to be handed to the President to fill the vacancies. The meeting was harmonious in nil save the names. No agreement could be como to, and the meetiug adjourned to meet in Washington this week. Tho facts of tho case aro, that no such instructions were given to the delega? tion. General Grant will not need tho votes of South Carolina in thc nominat? ing convention. If they should cast their votes for another, they will proba? bly stand alone. To this we would have no objection if it proceeded from a no? bler motive. We think our delegation would honor itself and the State br? easting the vote of South Carolina for Charles Sumner. But to do so because General Grant will not dispenso the pal? try patronage of the State in aooordance with the desires and interests of Tom Mackey, wonld be no compliment to the pure record of Mr. Sumner. Nor do wo believe that Gen. Grant is the man to be coeroed into any line of action, but ra? ther that the very means, conceived to be so powerful by the petty politicians who have devised the scheme, will resnlt in fixing more firmly the present officers in their places, and close his mind to any arguments against them. Tho whole scheme is worthy only of small political bummers. NAVAL ACTIVITY.-Persons lately re? turned from England roport that there is a very bitter and angry feeling th;?o against the position of tho United States in relation to the Geneva arbitra? tion. The press shows this very plainly, bat it is said that these organs of public opinion are mild and reserved upon the topio, in comparison to the outspoken sentiments at the clubs, and in society generally in London. Tho Government itself regards tho matter so seriously as to go to work in nrsenal and navy yard with unwonted vigor. On ono iron-clad now building at Chatham, COO men are to be employed during the year, and ?S2,500 is put down in the navy esti? mates to bo expended on labor and ma? terials for the hull. During the samo time, nine thirty-five ton guns, made at the royal gun factories, Boyal Arsenal, Woolwich, have just beon bored ont to n calibro of twelve inches, and havo beon added to tho naval armament. Tho navy has also recently received thirteen guns, called tho "Woolwich Infants,'* which aro called tho most powerful pieces of ordnance now in existence in England or elsewhere. They will send a steel shot through fifteen inches of armor plate, or carry a GOO-ponnder cannon ball from Woolwich into London, a dis? tance ot seven miles. These guns will be used iu the three large iron-clads now in course of completion, all of which looks very siguilicant at the present time. "OLD PROBABILITIES."-Tho writer remembers a farmer iu this Couuty who was always very much exercised on ac? count of the influence which lie sup? posed the telegraph lino, which ran Eastward from his littlo farm, exerted upon tho clouds, insisting, with the greatest gravity, that it diminished tho , rain fall Westward aud increased it East? ward. Now comos a California editor, who says a meeting was recently held at Lako City, Florida, at which a resolution was adopted, with scarcely a dissenting voice, to drive away tho signal service observer at that place, "beoauso it was believed that his instruments caused tho unexampled bad weather and largo amount of rain which has fallon lately." No meritorious aotion will i bo hindered by the now law, while black? mailing principals, and attorneys who live upon champerty, will be checked in their pernicious career.
