Whereas a joint resolution was passed
in 1856, appropriating five thousand
dollars towards purchasing tho cast iron
palmetto tree for a monument to the
dead Of the Palmetto Regiment; and
whereas, on the 20th of December,
1858, another appropriation of one thou?
sand dollars more, as additional compen?
sation, waa passed; and whereas. Mr. C.

Be it resolved by the Senate and House
of Representatives of the State of South
Carolina, now met and sitting in General
Assembly, and by the authority of the
same, That the Comptroller-General be
authorized, and is hereby direoted, to
draw his warrant on the State Treasurer,
to the amount of two thousand dollars,
in favor of 0. Werner: Provided, Mr.
Werner makes alterations on the panels,
as direoted by the Committee of the
State House, on the 20th of December,
1858. The State Treasurer is hereby
authorized and direoted to pay, npon the
order of the said Comptroller-General,
ont of any moneys in the Treasury not
otherwise appropriated.

SECTION 1. Be ii enacted by the Senate
and House of Representatives of the State
of South Carolina, now met and sitting in
General Assembly, and by the authority of
the same, That Thomas S. Dennison,
John B. Campbell, Farris S. Attlia, H.
Bolden Piokenpack, Arthur P>. Mitchell,
Nathan S. Robinson, Daniel L. Brown,
Wm. E. Elliott, and Buch other persons
as may now, or hereafter shall be, asso?
ciated with them, are hereby made and
declared to be a body politio and corpo?
rate, by the name and style of "The
Firemen's Union, of Charleston, S. O."
SEO. 2. That the said assooiation shall
have ?accession of officers and members,
according to its by-laws, shall have
power to. make by-laws, not repugnant
to law, and to have and uso a oommon
seal, and tho same to alter and amend at
will, to sae and be sued, plead and bo
impleaded, in any court in this State, to
retain, possess and enjoy all real and
personal property that it may now have,
or may hereafter acquire, to the valae of
ten thousand dollars, and it is hereby
empowored, at any timo it may be
doomed beneficial to the corporation, to
sell, alien or transfer the same.
SEO. 3. That this Act shall be deemed
n public Act, and continue in force until
repealed.

COUNTY.
SECTION 1. Be it enacted by the Senate

corporation known as the "Nazareth
Fresbyterian Church," in the County of
Spartanburg, together with the officers
and members of tho said corporation bc,
and are hereby declared to be, a body
politio and corporate, by tho name and
style of the Nazaroth Presbyterian
Church, and as such shall have power to
adopt such constitution and make such
by-laws as may be nocesBary for the go?
vernment of the samo, and not repug?
nant to tho laws of this State, and shall
have snob oouncil, trustees, elders and
deacons, their successors in office, as they
may seiest, to sue and be sued, plead
and bo impleaded, by their corporate
title, in any court of law or equity in

J. B. BaBoomb, and their associates and
successors, are hereby made and declared
a body politio and corporate in law, un?
der the name and style of the Beaufort
Manufacturing and Improvement Com?
pany, for the purpose of extracting and
manufacturing oil from cotton seed, and
other seeds or grain, and for tho purpose
of carrying on suoh other business con?
nected therewith, with a capital of one
hundred thousand dollars; to bo divided
into one thousand shares of one hun?
dred dollars each.
SEO. 2. The said company shall have
power, from time to time, to increase
their capital stock to any amount, not
exceeding two hundred and fifty thou?

capital stock, whenever a majority of
the stockholders present, at any general
meeting, shall determine. Books may
be opened for the purpose of obtaining
additional subscribers to such increased
stock in such manner as tho company

shall make affidavit of the fact and file

line of said road, so far as it affects the
town of Beaufort, shall bo fixed and es?

SEC. 5. That tho said company shall

of the Board of Directors, which shall
bo recorded in tho Secretary of State's
office, and published in any newspaper
in the town of Beaufort, or as neer to
the ostablishmont ns circumstances will
admit.

AN ACT TO PREVENT CERTAIN OFFICERS
FROM nOTINO, DISCOUNTING OR SHAVING
TEACHERS* PAY CERTIFICATES, OR OTHER
ORDERS ON SCHOOL, FUNDS, OR JURORS*
CERTIFICATES.
SECTION 1. Be it enacted by the Senate
and House of Representatives of the State
of South Carolina, nota met and sitting in
General Assembly, and by the authority of
the same. That it is hereby declared to
be unlawful for any County Treasurer,
County Auditor, County School Com?
missioner, or School Trustee, to buy,
discount, or shave, directly or indirectly,
or be in any way interested in any
teacher's pay certificate, or other order
on sohool funds or jurors' certificates.
SEO. 2. That, if any of tho officers,
aforesaid, shall violate the provisions of
Section 1 of this Act, he shall be deemed
to be guilty of a misdemeanor, and, on
conviotion thereof, shall pay a fine of
not less than five hundred (3500) dollars,
nor more than two thousand ($2,000)
dollars, to be used for school purposes
in bis County, and shall be imprisoned
at the discretion of tho court, or either,
or both.
SEO. 3. That this Act shall take effect
from its passage.

MIZE CERTAIN CHILDREN BY LAST WILL
AND TESTAMENT.
Be it enacted by the Senate and House
of Representatives of the State of South
Carolina, now met and sitting in Qetierai
Assembly, and by lite auUiority of the
same, That white fathers of children
born of black or colored mothers, who
were formerly held as slaves, either dur?
ing the time of such mothers' servitude
or since emancipation, the cohabitation
between the parents of such children
being still continued, be, and the same
are hereby, authorized to so far legiti?
mize snob children, by last will and tes?
tament, as to enable them to inherit,
possess and enjoy all rights, titles and
hereditaments, tho same as lawful chil?
dren born in wedlock: Provided, how?
ever, That no such father may have been
married during or at any time previous,
whose wifo was then living, or who since
may havo broken off such cohabitation
for tho purpose of murringo, or any
other cause, shall bo entitled to tho
power conferred by tho provisions of
this Act.

Orangoburg; and whereas tho said named
Counties, nt tho time the Act to establish
the said County of Aiken was passed,
