ACT TO INCORPORATE THE SOUTH CARO LLNA AGRICULTURAL COLLEGE ANO ME? CHANICS' INSTITUTE. SECTION 1. Be it enacted by the Senate and House of Representatives of thc State of South Carolina, now met and sitting in General Assembly, and by the authority of the same. That a College and Institute of Mechanical Arts be established at Orangeburg, S. C., in connection with the Olaflin University, to be called tho South Carolina Agricultural Collego and Mechanics' Institute, in accordance with the provisions of* tho Aot of Congress, passed July 2, 1862, and all Acts an^end atory thereto. The design of the insti? tution shall be to afford instr notion in practical and theoretical agriculture, me? chanical art and military tactics and training. SEC. 2. That tho supervision and con? trol of tho institution aforesaid shall be vested in a Board of Trustees, in con? nection with tho Board of Trustees of Olaflin University, to bo known by the name, style and title of the Board of Trustees of the South Carolina Agricul? tural Oolloge and Mechanics' Institute; said Board shall consist of nine (9) members, and shall be chosen by joint ballot by the General Assembly: Pro? vided, That the first Board of Trustees shall be appointed by the Governor, as follows: Tho first three shall bo elected for a term of throe (3) years, the second three for two (2) years, and tho third three for one (ll year; and the General Assembly shall, annually thereafter, elect, by joint ballot, three (3) members of said Board, whose term of offioe shall be three (3) years; said Board may elect its own Chairman. The Trustees thus appointed and elected shall, in connec? tion with tboso of the Claflin Univer? sity, constitute ono Board, and may eleot a Chairman; a majority of the Board shall constitute a quorum for the trans? action of business. They shall rooeive no compensation, but shall be paid thoir traveling and other expenses while em? ployed on tho business of the Board. SEC. 3. The said Board of Trustees shall be a body corporate, capable in law of suing and being sued, holding and selling real, personal and mixod proper? ty, of contracting and being contracted with, of having and using a corporate seal, and of causing all things to be done to carry out tho purposes of this Aot. SEC. i. Should any vacancy occur in said Board of Trustees, it shall be filled by the remaining members of the Board. SEC. 5. It shall be tho duty of the Board of Trustees to meet and orgnnizo, within thirty days after the passage of this Aot, at the call of the Governor of the State, or any two members Of tho Board. SEC. 6. The Legislature shall appoint a Board of Visitors biennially, who shall report each year upon tho condition and efficiency of this institution. SEC. 7. The Board of Trustees shall appoint a Secretary and Treasurer, neither of whom shall be a member of said Board. Those officers shall be re? quired to give such bond as will secure a safo administration of their duties, The Secretary shall also fill tho office of general superintendent of this institu? tion, npon whom shall devolve a power of general administration over nil the property pf this corporation, for its bet? ter preservation and improvemont, and who shall also have the powor, nt any time, to cull a mooting of tho Board of Trustees: Provided, That no power herein granted tu the Secretary shall ex? tend to making any material changes, except with the concurrence and au? thority of the Board of Trustees. The Secretary shall reside on the grounds of the institution, and bo Bides exeroising a general supervision over all the property under ??B care, shall keep a complote system of records. He shall opon correspondence with so? cieties for the promotion of agriculture, and make use of such moans to elicit in? formation upon all industrial topics as shall be conducive to the mnterial wel? fare of tho College. Ho shall seek to obtain such contributions for the muse? ums and library of said College as shall benefit the interest of agriculture and other industrial arts and sciences. Ho shall niso keep a correct account of all tho proceedings of the Board, and an accurate account of all tho moneys re? ceived in the treasury, as well as those paid out. The Secretary shall report to tho Legislature ut every regular session, whioh shall embrace all such statements, accounts, statistics, essays and other in? formation relative to agriculture as may be valuable, and also the proceedings of the Board of Trustees of said College, to be approved by said Board. SEC. 10. Tho Board of Trustees shall prooaro n sito for an experimental farm, of Buob size as they may doom necessary, to bo located as near as practicable to the present location of tho Claflin Uni? versity, so as to combine, as much nu possible, practical training with theo? retical instruction in the science and art of agriculture. To carry out the foro going provision, tho Board are author? ized to expend a Bum not to exceed one tenth of tho amount of tho fund to which this State is entitled under the Act of Congress. Ssc. ll. Stndents shall bo admitted into said Collage from each County, after a competitive examination among the Boholars belonging to the public schools in snob County, in proportion to the number of tho representatives in tho Legislature. The time and manner of conducting said competitivo exami? nations to bo regulated by the Board of Trastees: Provided, That no student shall be allowed to enter the College whose qualification is below the standard of the class to whioh ho shall be as? signed. Provision shall also bo made for receiving students from any school, or other source, whose qualification* shall flt them for entering tho classes tc wbioh admission ia sought. Special stndents, who wish to pursue any parti? cular branch, but who do not desire any degree, may bo admitted nndor sub! terms as the Board shall regulate. SEO. 12. The course of instruotior shall include the English language anc literature, mathematics, civil, meobani cal and military engineering, agrionltu ral chemistry, mineralogy, animal anc vegetable anatomy and physiology, veterinary art, entomology, geology political, rural and household economy horticulture, moral and natural philoso pby, history, book-keeping, militan training and taotios, and especially tin application of soienco and tho meobani cal arts to practical agriculture in tin field. SEC. 13. That tho College shall no be controlled to servo sectarian or poli tioal party interests, but shall be con ducted for the promotion of tho genera good of the State, as provided for in th i Aot, and the Aot of Congress, of whicl this is a part. SEO. 14. For tho current expenditure of said College, certain sums of mone; shall be sot asido in the hands of th Treasurer by tho Board of Trustees which shall bo subject to tho warrants o the Chairman of the Board, drawn it ?ursuanoe of the orders of the Board c 'rustoes. All income resulting fror labor, or other sources, shall be psi I into the treasury of tho College. A! moneys due to tho institution, or re ceived in its behalf, shall bo collecta and reoeived by tho Secretary, and d< posited by him with tho Treasurer c the State Board of Trustees, taking hi reoeipt therefor. Tho Secretary shall with his annaal report, render a fu and oomplete account of all moneys rc ceived, and all amounts drawn on th Treasurer by him as Secretary of th Board, and shall file and preserve a vouchers, receipts, correspondence un other papers relating thereto.
