Be it enacted by the Senate emd Soase pf Representatives of the State Of South Carolina, now.mei and sitting in General Assembly, and by the authority of the same. That the Mayor and Aldermen of tbh city of Oolnmbia are hereby au? thorized and empowered to borrow mo? ney, by issuing oity bonds, from time to time, to an amount whioh, together with toe outstanding indebtedness of tho city of Oolnmbia, shall not exceed the sum of six hundred thousand dollars, it being thereby intended that the whole indebt? edness thereof, whether by bonds or otherwise, shall at no time be increased beyond the said sum of six hnndred thousand dollars: Provided, That, be? fore snob issue, the Oity Council ahull recall and oancel the bonds issued, to the amount of two hundred and fifty thousand . dollars, issued August 21, 1871, for the erection of City Hull and Market: And provided further, That no part of said bonds shall be used for the pnrchase of any franchise or corporation. SEO. 2. That OL e moiety or half of each issue of said bonds shall be of the denomination of one thousand dollars; one-fourth part thereof, of the denomi? nation of five hundred dollars; and the remaining one-fourth part thereof Bhall be of the denomination of two hundred and fifty dollars, each and all of whioh said bonds shall be signed by the May or of the city, and countersigned by the City Clerk and Treasurer, and sealed with tho corporate seal, and numbered consecutively from Olio to six hundred. Each of said bonds shall bo made paya? ble at twenty years from the dutu there? of, and Bhall bear Interest at the rato of seven per centum per annum, payable semi-annually, on tho first day of Jami nry and tho first day of July of each year, with corresponding semi annually interest coupons, signed with tho written signature of tho said City Clerk and Tra searer. SEO. 8. That no bond shall be nego? tiated under the provisions of this Act otherwise than by publio sale, notice of which salo shall be given for at least thirty days in one newspaper published in Columbia, ono in Charleston, and two in the city of New York, and that tho salo of all suoh bonds shall bo made by tho Treasurer of the oity of Columbia: Provided, That all snoh sales and nego tiations shall be conducted in accord? ance with snoh rules und regulations as the Oity Council may prescribo. SEO. 4. That the said Mayor and Al? dermen shall keep a registry of all bonds heretofore issued and now outstanding, and of all bonds whioh ahall be issued under the authority of this Aot, showing the number and amount of each bond, tho date when issued, and the dato of maturity, whioh registry shall at all times be open to tho inspection of any corporator, tax-payer or bond-holder, and at any time, upon the writtou de man 1 of the holder or holders of bonds to the amount of fifty thousand dollars, or of corporators to tho number of twenty, the said Mayor and Aldnrmou shall publish a detailed statement of tho city indebtedness and tho character of the same, verified by tho oaths of the Mayor and the City Clork and Treasurer. SEO. 5. That, in addition to tho levy of the annual taxes for the support of the oity government, the said Mayor and Aldermen shall levy, annually, a a special tax for the payment of the semi-annual interest upon thc bonds vhicb shall be issued under tho author? ity of this Act, and, alBO, the iuterost anon tho bonds of tho city of Columbia whioh havo been heretofore issuod by authority of law: Provided, however, That said bonds shall not be subjeot to taxation by tho said City Council of Co? lumbia: And provided further. Be it enacted by the SenaU and House of Representatives of the Statt of South Carolina, now met and sitting ir General Assembly, and by the authority oj the same, That the Fiuuncial Board 0: this State is hereby authorized and ro quired forthwith to adjust and settle th< claims, demands and accounts, and all 01 any matters of difference relating to tin Financial Agent of this State, in tlx oity of New York, and to receive mn bulunco which, on adjustment, may bi found to be owing to this State by thi said Financial Agent, or for which suit Financial Agent may be, or become, lia ble to this ??tate; also, for nil property or effects belonging to this State, nov in, or which may hereafter come into tlx possession of said Financial Agent, o auy part or parts thereof; aud upon tin duo payment and satisfaction, on tin part of sind Financial Agent, of any de mund arising on such settlement o adjustment, to execute and deliver t< bim a full release and discharge for ul liability to this State by reason of on; matter or thing done in tho course o such Financial Agency. AN ACT TO PROVIDE FOR THE CONSTRUC TION OP A NEW COURT HOUSE IN AND FOR THE COUNTY OP RTOHZiAND. SECTION 1. Ba it enacted by the Senate and House of Representatives of the Stale cf South Carolina, now met and sitting in General Assembly, and by the authority of Vie same. That the County Commis? sioners of Richland County are hereby directed, authorized and empowered to sell and oonvey the whole of that lot in the oity of Columbia, on tho corner of Richardson and Washington streets, whereon was formerly situated the Court House of said County; the said sale to be made at publjo outcry, to the highest bidder, ot such time or times, on suok terms, and in such parcels, ns tho paid Commissioners shall think propor, after advertisement thereof for at least thirty days: Provided, That said lot shall not be sold for less than $100 per foot, said measurement to be made on tho streets bounding the same, and that all the pro? ceeds over and above tho amount of purchase of a new site, shall bo deposit? ed in tho Treasury of the County, and shall bo drawn out on the warrant of the Commissioners, providing that uot moro than one-half of tho above deposit shall be drawn or paid until the Court House is completed, and received by tho County Commissioners OB beiog completed ac? cording to cont ract. SEO. 2. That tho said Commissioners are further authorized and empowered to purchase a suitable site for a new Court House in the city of Columbia, and to take the titles therefor, executed to the State of South Carolina, to, und for the use of, said County. That tho said Commissioners aro further directed, authorized and empowered to build and erect a new Court House upon tho hilo selected, as provided iu Section 2 of this Act; and that the aontract for tho erection of such building shall not bo binding or valid until approved by the Circuit Judge of the Fifth Judicial Circuit, uud the Clerk of the Court of Common Pleas for Rich laud County.
