Bc it enacted,by the Senate qnd House of Representations of the State of South Carolina, now met and sitting in General Assevtbly, and by Ahe authority of the same, That 13. F. Whittemore, Eliher C. Baker, J. 8. Fillebrown and James M. Brown be, and they ate hereby, constituted a committee to exa? mine any and all accounts presented to said committee by auy -and all parties who hold any accounts or demanda against the County of Darlington, con? tracted or originating since June, 1868, and before January 1, 1872: Provided, That Baid committee receive no com? pensation for their services. SEO. 2. That to enablu tho enid com? mittee to investigate as to the correct? ness of the indebtedness of the County of Darlington, as reported by the Coun? ty Commissioners of said County to the General Assembly of 1871-72, they are hereby authorized and empowered to give public notice, for fifteen days, to all persons and parties holding any de? mands against said County, to prosent the same for examination; and said committee shall have power and author? ity to send for any officer, person or party, their books, papers or memo? randums, and, to further tho examina? tion of any account or demand against the County, paid or nnpaid, oontraoted or originating since June, 1868, aud be? fore January 1, 1872, the committee may administer any oath to any person, party or officer. SEO. 3. That if, upon the aforesaid in? vestigation, it shall be found that tho County Commissioners of Darlington County have misapplied the publie moneys of tho Couuty by payiug uluims not authorized by luw, or have neglected their duty by refusing to pay claims authorized by law, or have used for their own private purposes any of the public funds of tho Couuty, or bavu un? justly discriminated among tho creditors of tho County in paying out tho money .of tho Couuty, or done any other act, or neglected to do auy act in violatiou of law, in referouco to the public fuuds or property of the Couuty, the said com? mittee shall forthwith furnish said infor? mation to tho Circuit Solicitor of the County, who shall forthwith proceed by uction, or indictment, or both, against said Commissioners in the Cirouit Court. And if said Commissioners shall be found guilty, they shall, in addition to the penalties now provided by law, be immediately removed from office. SEC. 4. That it is hereby made tho duty of tho County Commissioners of Darlington County to draw their war? rants ou tho County Treasurer against any funds in his hands, including the money now in bank, which was appro? priated for building of a Court House, for the payment and liquidation of the past indebtedness of the County; und the County Treasurer, on presentation of said warrant, shall puy thu Bama SEO. Immediately on and after the passage of this Act, tho committeo herein appointed shall enter upon tho duties assigned them, aud no warrant on tho funds specified in Section '? shall bo drawn on the Couuty Treasurer by tho County Commissioners until tho exami? nation herein authorized ahull have been completed. The Auditor and Couuty Com? missioners be, and they aro horcby, au? thorised um1, empowered to cause to Le levied on (ho taxable property of the said County, for tho year 1872, two mills on the dollar, and to continue the same each sucooeding yeur, until tho sum of eighteen thousand dollars shall have been oollected, and the said mito, as col? lected, shall not be used in uuy manner, except for the purpose of building a Court House at Darlington, for the County of Darlington.
