SECTION li Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the autliorily of the same. That Dr. Thomas S. Waring, J. W. Striokling, J. A. Beard, G. E. Watson, Dr. A. E. Norman, Ber. B. Holden, Wesley Pitchford, Rev. J. P. Smeltzsr, J. J. Norton, W. O. Keith, J. H. Whitner, H. 8. Van Deviero, S. P. Dendy, B. A. Thompson, J. P. Alick lor, G. M. Yarbro.ogh, and their snccessors in oQioe, be, and are hereby, created and constituted a body politic and corporate, by the name and style of "The Trustoes of the Walhalla Female College," for the purpose of organizing, establishing, go? verning and conducting a seminary of learning in the town of Walhalla, in ?ho State of South Carolina; aud that tho said body politio aud corporate, by the said name of "Tho Trustees of the Wal? halla Female College," shall bo capable and liablo in law and equity to sue aud bo sued, to plead and be imploaded, to use a common Beal, and to make all such by-laws and rules as they may deem ne? cessary and proper for tho regulation, government and conduct of said semi? nary of learning, exceptas is hereinafter provided for: Prodded, That said by? laws and rules be uot r?pugnant to the Constitution aud laws of this State, or of the United States. SEO. 2. That the said Board of Trna toes shall hold their office for the term of twenty years, aud shall bo authorized to appoint such officers as they may think necessary and proper for tho or? ganization and government of their own body. And should any vacancy oooar in the Board, by death, resignation or otherwise, the said Board shall have power to fill said vacancy. SEC. 3. That tho said Trastees (and their successors shall havo and hold all the estate, property and funds now be? longing to said College, and all proper? ty, funds, money, donations, legacies and devices which may hereafter bu granted, conveyed, bequeathed, devised or given to said College in trust, never? theless, for tho use and benefit of said College. SEO. 4. Thut the present President, Dr. Thomas S. Waring, shall hold his offiao during tho pleasure of tho Board of Trustees, and shall have fu" power to appoint all professors, tutors and in? structors of and in suid Collegu, >d to remove the same at pleusure, and to ex? ercise such general control and supervi? sion ovor tho instructors, affairs and go? vernment of said College as ho may deem advisable, subject to the approval of the Board of Trustees. SEO. 5. That tho said Prosident shall have power and authority to confer and award suoh distinction, honors, licenses and degroes as are usually conferred by similar colleges of the United States. Be it enacted by the Senate and House of Representatives of the State of South Carolina, nota, mel and silling in General Assembly, and by the authority ot the same. That G. W. Rouse, A. A. Aspiu wall, Robert Smalls, Joseph Brown, ThomasB. King, John L. Little, Charles W. Sumner, David Green, Lewis Wil? son, Jesse Borosher, Stephen J. Max ' well, Lucius Wimbusb, Thomas H. Blackwell, O. R. Levy, Chapman B. Thomas, James W. Elmore, Y. Sands, John Doaglass, Benjamin Simons, Jas. Gregory, and such other persons as may now, or hereafter, be associated with them, are hereby mado and declared to be a body politic and corporate, undei the namo and style of the Charleston Joint Stock Company, of the State ol Sooth Carolina, or such other namo as they may now or hereafter assn me. SEC. 2. That all the rights of corpora? tions, known as banks, be, and the same are hereby, vested in said company, foi the purpose of loaning out money on interest, purchasing and mortgaging real estate, buying personal property, and they shall have tho same rights and privileges now enjoyed by tho bunking institutions of this State; they shall, also, have the right to dispose of unj and all property, such as real estate aud personal, or mixed, that they may be come possessed of, in any manner, au<1 on such oonditions, as tho said company may deem fit and proper to the advao tage of said company, and to promoti the interest of tho said Orphan Asylum SEC. 3. Thut, before commencing bu sino8s under tho provisions of this Act tho said company shall pay, or cause tc bo paid, into tho hands of the State Treasurer, the sum of two thousand (2,00(3) dollars, to bo used for the benefi of the State Orphan Asylum of Soutl Carolina, and annually thereafter, a like amount for the term of ten years, or s< long as the said company shall choost to continue to do business, it being un derstood and agreed that said paymen of two thousand dollars per annum bj said company is the consideration upoi whioh the privileges of iucorporatioi herein is granted; and whenever saic company shall fail to pay said consider atiou, then their rights to transact busi ness shall cease. SEC. 4. That this company, incorpo rated and established by this Act, shal have full power, and aro hereby author izod, to establish agencies throughou tho State. Si-:o. 5. Approved March 4, 1872. AN ACT TO AMEND AN ACT ENTTrLED "jt ACT TO ESTABLISH QUARANTINE J OEOROETOWN, CHARLESTON AND HILTC HEAD." SECTION 1. Be it enacted by thc Sent and House of Representatives of the Sh of South Carolina, now mel and silling General Asscvibly, and by the authority the saine., That so much of Section 1 au Act entitled "An Aot to estable quarantine at Georgetown, Chariest! and Hilton Head," approved tho 2G day of September, A. D. 1808, as pr viilcs that tho auchorago ground for vt sels in quarantine, Port of Hilton Ilea shall bu whore it has heretofore beeu, hereby repealed. SEO. 2. That so much of Section 29 as requires the Health Officers of George towu and Hilton Head to report their doings to the Governor at the end of each mouth, is hereby repealed; nod that the said officers, together with ney and all other Health Officers, who may be appointed subsequent to the passage of this Aot, shall report the samo, at the eud of each month, to the Health Of? ficer of the Port of Charleston, whoso duty it shall be to furn ard a consolidated report of the doings of such officers, to thu Governor of the State monthly and tho Legislature annually. Be ii enacted by thc Senate and Bouse of Representatives of the State of South Carolina, now mel and sitting in General Assembly, and by thc authority of the same, That Samuel 13. Jones, Presi? dent of Spartanburg Female College, with his associates and successors, be, and are hereby, deolarcd a body politic and corporate, by the name and style of tho SpurtanbiK'g Female College, located in the town of Spartanburg, South Ca? rolina. SEC. 2. That tho said corporation shall have puwer, iu its corporate name, to suo aud bo sued, plead and bo impleudcd in any court of law in this State, to pur? chase und hold real and personal estate, to have a seal, and to muko all such by? laws for tho government of said corpo? ration as may bo deemed necessary, not inconsistent with the laws of tho State. SEO. 3. That thc said corporation shall have power to elect professors for said college, to fill all vacancies as may occur among them, and to removo them nt dis? cretion, tu prescribo a cuurse of study to bo pursued by the students, tu confer degrees, and award diplomas and sm.h other honorary distinctions to graduates as are common in tho colleges of similar grades in tho United States. SEC. 4. That tho private, as well as tho corporate, property of tho corpora? tors, shall bo liable for all debts con? tracted for tho College by its authorized agents. SEC. 5. That the said corporation shall have power to tako and hold, by dona? tion, bequest or purchase, real aud per? sonal property, for tho uso of said Col? lege, to auy amount not exceeding thirty thousand dollars. Senate ami House of Repr?sentai ives of the State of South Carolina, noio met and sitting in General Assembly, and by the authority of the same, That thu Mt. Zion M. E. Church, of Kingstree, South Caroliua, is hereby incorporated, with all thu rights and privileges awarded to religious denominations in this State. SEC. 2.
