CURIOUS DOCUMENT.-The following document was found on the person of O'Connor, who reoently attempted to assassinate the Queen of England: I, Victorio, Queen by the grace of God, make the following declaration: Whereas there are now confined in va? rious prisons throughout the Kingdom numbers of Irishmen known as cele? brated Fenians; Whereas they wero imprisoned with my sanction, having rebelled and con? spired against the crown, and to weaken and destroy my power; Whereas sympathizers with these men have petitioned for their pardon, and notwithstanding they are still unliber ated: Now, I, Victoria, Qaeen, &c, do grant full pardon to eaoh and every Fenian prisoner unconditionally; and notwith? standing this my agreement under fear of my life, I will not depart therefrom. This is dated February 22, 1872. The other document is a commutation in advance of the punishment of the prisoner for his present act from bang? ing to shooting, and is dated-February 27. The condition of the laboring classes iu England may be inferred from the fact disclosed at a recent meeting held in Hagley, Worcestershire. One of the speakers stated that he had been em? ployed for many years aa a farm hand at $2.75 per week; he had a wife and three children. The items in his weekly expenditures were 62 cents for rent, 25 cents for coal and $1.12 for flour, which left him 76 cents to meet all other ex? penses. Tho meeting very properly de? cided to ask for an advance of $1 per week, making the sum total for a weok's work $3.75. What Bunshino is to flowers, smiles are to humanity. They are but trifles, to be Bure, but scattered along life's pathway, the good they do is inconceiv? able. A smile, accompanied by a kind *word, bas been known to reclaim a poor outcast, and ohange the whole current of a human life. Of all life's blessings, none are cheaper, or more easily dis? pensed, than smiles. Then let us not be too chary of them, but scatter them freely as we go; for life is too short to bg, frown ed away. JOHN BROWN.-John Brown, Queen Victoria's groom, who was gossiped about so scandalously some years ago, is now a demi-hero since he rescued her Majesty from the empty pistol of an empty-headed fanatic last week. It will be remembered that the "Queen's book" made a good many mean people seem very mean in the reference it made "to that faithful servant." Be it enacted by the Senate and Hotisc of Representatives of the State of South Carolina, ?oto met and sitting in General Assembly, and by the authority of the same, That James L. Orr, Jesse W. Norris, O. H. P. Fant, D.M.Watson, William Perry. Jacob Burriss, W. S. Sharpe, B. F. Orayton, John Martin, John R. Cochran, John B. Sitton, F. E. Harrison, W. B. Watson, Sr., B. D. Dean, John Wilson and J. W. Harrison, together with suoh persons as aro now or may hereafter be associated with them, sholl be, and thoy are hereby, constituted and made a body politic and corporate, by the name and style of "The State Savings and Insurance Bank of Anderson, South Carolina," and by that name and style shall be, and is hereby, mado oapable, in law, to have, purchase, enjoy and retain to it and its successors, lauds, rents, tenements, goods, chattels and effects, of whatever kind or qaality soever, and the samo to sell, alien or dispose of, to sue and be sued, plead and be impleaded, answer and be answered, defend and be defend? ed, iu courts of record, or any other plaoe whatsoever, and have perpetual succession, to have and exercise the rights and privileges of other corpora? tions now existing, or that may hereafter be enacted, and also to make, have and ase a oommon seal, nnd the' same to break, alter and renew at their pleasure, and also to ordain and pat in execution suoh by-laws and regulations as may seem necessary and convenient for the government of the corporation. SEC. 2. That the capital stock of tho said corporation shall bo twenty live thousand dollars, to be divided into shares of one hundred dollars each, and may be increased, from time to time, to a sum not exceeding fivo hundred thou? sand dollars, as may bo deemed necos sary by tho Board of Directors. SEC. 3. The persons named in tho first section of this Act shall be tho Directors of this Company until others aro ap pointed by the stockholders, and they may, as soon aa proper, appoint a Presi? dent from among their number, or from among others who may hereafter be associated with them; and tho said Pre? sident shall continue in office for tho period of one year from tho day of his eleotion, or until his successor is ap? pointed; in case of a vacancy in the office of the President or Directors, from any canse, remaining Directors may elect others to supply their places until a meeting of the stockholders shall bo held. There shall be five or moro Di? rectors, who, with tho President, shall manage the affuirs of the Company. Three of said Directors shall constitute a quorum for any aud all business pur? poses of said Company. Tho meetings of the stockholders shall bo held in tho prinoipal office of tho corporation, which shall bo designated by tba Board of Di? rektors. SEC. 4. The President and Directors shall appoint such clerks and other officers as they may find necessary, pro? perly to conduct tho business of said Company, and allow thom suitable com? pensation, all of which clerks and officers shall hold their offices during tho plea? sure of said President and Directors. SEC. 5. Tho President aud Directors shall have power to appoint agents in any part of the Stato or elsewhere, and at their'discretion may toko from thom bonds, with security, conditioned for the faithful performance of their duties; such agents being removable ut the ploasuro of the President, subject to tho approval of tho Board of Directora, or by the Board of Directors. SEC. G. Tho modo of voting at the moetinga of taid Company, ?hall bo one voto for each* ?hare of stock, sud every stockholder may, at pleasure, by power Of attorney, Ot pert on, assign or transit r his stock in the Company, on tho books of tho same, or any part thereof, not hoing less than a whole share. SEC. 7. Tho first annual mooting of the stockholders of said company shall bo on the first Tuosday of June, 1872, and thereafter on tho same day of oach your Provided, The stockholders, at any regular meeting, or a Hoard of Direc? tors, may, at any timo, change tho day of said annual meeting; aud tho Presi? dent and Directors may, at any time, call a general meeting of tho stockhold era, and any number of stockholders, owning not less thou one-third of tho wholo number of shares, may require tho President to call such nioetiuu:, and on his ref neal to do so, may themselves oall each meeting-in each case giving at least ten days' notice, by publication iu one or more newspapers published in the city of Colombia. SEO. 8. The members of the company shall not be liable for any IOBS, damage or responsibility, other than the proper? ty they have in the capital and funds of the company, to the amount of shares held by thom, respectively, and any pro? fits arising therefrom not divided. SEO. 9. That said corporation shall have power and authority to invest its oapital stock or other funds, in bank or other stocks, in the purohase of bonds of the United States, bonds issued by this or any other Stato of the United States, and in bonds of any incorporated company, to lend money, upon personal or real security, to discount bonds, notos and bills of exchange, and to guarantee the payment of notes, bonds, bills of exchange, or other evidences of debt, i and use their property in any manner incidentul to a banking, insurance and trust business, or tho general business of the company. . SEC. 10. All policies of insurance, and other contracts made by said company, signed by the President and counter? signed by the Secretary, shall be obli? gatory on said company, aud havo the same effect us if attested by a corporate seal. AN ACT TO AMEND AN ACT ENTITLED "AN ACT TO INCORPORATE TUE COLUMBI \, WAIiTEBBORO AND YEMASSEE RAlLItOAD COMPANY.". SECTION 1. Be it enacted by thc Senate and House of Representatives of the Stale of South Carolina, now mel and sitting in General Assembly, and by thc authority of the same, That an Act entitled "An Act to incorporate the Columbia, Walterboro end Yemassee Railroad Company," ap proved March 7, 1871, be amended as follows, to wit: The -words, "Provided, That the said road shall be commenced ?within ono year, and completed within five years after tho passage of this Act,' occurring in the seventh, (7) eighth (8) and ninth (0) lines of Section (8) eight be changed so as to read: "Provided, That the said road shall bo commenced within three years after the passage of this Aot, and completed within five years from dato of commencement of labor.'' That tho second section of Baid Act shall be amended by striking out the word "possible" wherever it occurs in said section, and inserting in place thereof the word "practicable;" and that the third section of said Act shall bo amend? ed by striking out the words "one hun? dred," in the eighth line of said section, and inserting in place thereof the words "twenty-five." SEO. 2. That nothing contained in said Act of incorporation shall be so construed as to exempt said corporation from the provisions of Section ll of "An Aot 13 incorporate certain villages, socie? ties and companies, and to renew and amend certain charters heretofore grant? ed, and to establish tho principles on which charters of incorporatious will hereafter bo granted," upproved Do oembor 17, 1841.
