General Assembly of South Carolina, Regular Besslon, 1871 ?na 18751. AN ACT TO AUTHORIZE THE COUNTY COM? MISSIONERS OF BARNWELL COUNTY TO ESTABLISH A PUBLIC HOAD FROM BINA KER'S BRIDGE, VIA THU. TOWN OF GRA? HAM, AND HONEY FORD, AOBOSS THE BIO 8ALTKSHAT0HIB SWAMI1, IN THE VICINITY CL" RUSH'S MILD, TO INTERSECT THE BUFORD'S BRIDGE AND BARNWELL ROAD, AT THAT POINT. SECTION 1. Be it enacted by the Smote and Home of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That the Gonn ty Commission? ers of Barnwell County be, and they are hereby, authorized, empowered and re? quired, immediately after the passage of this Act, to lay ont, make and keep in repair'a public road, leading from Bina ker's Bridge, through the town of Gra? ham, via Honey Ford, on the Little Salkehatohie Swamp, to the road leading from Buford's Bridge to Barnwell Court House, crossing the Big Salkehatch e Swamp, at or near Bush's Mill. SEO. 2 That said County Commis? sioners shall appoint a competent person to survey and lay out said road; and im mediately thereafter cause the same tc be constructed. SEC. 3. That in the construction ol said road, the Commissioners aforesaid shall causo to be eonstruated and erecter] suoh bridges as shall be reoommended by the Surveyor aforesaid; and the} shall cause public notice to be given, with the specifications required, and shall award the building of the saic bridges to the lowest bidder: Provided however, That the said builder sbal file his bond, with proper security, ii double the amonnt of said contract, fo: the faithful carrying out of its provi Bions, in the custody of the prope: - officer: And provided, also, That the cos of erecting said bridges shall not exceei three hundred dollars. . SEO. 4. That the County Commission ers be further authorized and requirer to order ont all persons liable to rom duty, residing within four miles of th lino of said road, aa located, (exoeptini those living in incorporated towns,) ti perform three day's work in each monti on said road, until its completion, to th satisfaction of the County Commission ers, commencing immediately after th survey of said road has been completed notiee to be given by the County Oom missioners, in the manner such notice have been heretofore given-defaulter to be fined two dollars for each day' failure to work as notified; the fines t be collected by the Oonnty Commissior era, and paid into the Treasury for tb usa of said County. Be it enacted by the Sen and House of Representatives of the St of South Carolina, now met and sitting General Assembly, and by the aut?iorily the same, That W. Wallace, B. H. K loch, Edward Fordham, M. J. Simom Thomas Lesesne, A. E. O'Neil, and th associates and Bucoes6ors, are hereby i dared to be a body politic and corj rate, in deed and in law, by the na and style of the "Brotherly Associ?t] of Charleston, South Carolina," and the said name shall have perpetual s cession of officers and members, an? oommon seal, with power to chan alter and make new tho samo, as of as the said corporation shull judge ex dient. SEC. 2. That tho said corporut shall be oapable in law, to parche have, hold, re?oive, enjoy, poBBess i retain to itself in perpetuity, or for i term of years, any lands for the purr, of interments, or other property of w nature soever, not exceeding the vi of fifty thousand dollars, or to eel] alien the same, as the said corporal shall think fit; and by its corpora to na to sne and be sued, implead and be pleaded, in any ooort of law or eqnit this State, and to make snob rules by-laws not repugnant to the laws of land, as for the order, good governn and management thereof, may bedeei necessary and expedient. AN ACT TO REQUIRE THE COUNTY OOM SIONERS TO REMOVE IMBECILES F THE LUNATIC A8YLUM TO THEIR RES TIVB COUNTY POOR HOUSES. Whereas experience has estublii the fact that imbeciles should no confined in the same building with insane; and whereas the insane-who, as a class, reqnire special treatment-have freq nen tl j to be ref used admission into tho Aaylum for want of room ; therefore, SECTION 1. Be it enacted by the Senate and Bouse of Representatives of the Stale of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That from and after the pass ago of this Act, the County Oopmis sioners of the varions Counties in the State shall remove their imbeoiles from the State Lunatic Asylum, upon due no? tice from the Superintendent to the said County Commissioners, as to the num? ber of imbeciles contained in the insti? tution from their respective Counties; and they shall hereafter take caro of all j snob persons in their reapeotive County 1 Poor Houses. SEC. 2. That all Act? or parts of Acts inconsistent with the provisions of this Aot, be, and the same are hereby, re? pealed. Approved February 27, 1872. AN AOT TO PROVIDE FOR THE SPEEDY AP? PORTIONMENT OF STATE APPROPRIA? TIONS, MADE FOR THE SUPPORT AMD MAINTENANCE OF FREE OOM MON* SCHOOLS. SECTION 1. Be it enacted by thc Senate and Bouse of Representatives of the State of Sontit Carolina, now met and silling in General Assembly, and by the autliorily of \ the same. That the State Superintendent of Education be, and be is hereby, au? thorized and empowered, if, in bis judg? ment, the exigencies of the case require, to apportion to the several Counties of the State any State appropriation made for the support and maintenance of Free Common Schools, -within fifteen (15) days after said appropriation shall have been made. SEC. 2. That this Aot shall take imme? diate effect. Approved February 27, 1872. Be it enacted by the Senate and House of Representatives of the State of Sou?t Carolina, now mat and stiling in General Assembly, and .bu the authority of Oie same, That Dav?a B. Pieeter, George W Senn, Henry Hendrix, Henry D. Boozer and Thomas N. Boozer/Trustees of the Presbyterian Church of Smyrna, in Newberry County, and their Buoeessora in office, be, and the same are hereby, deolared a body politic and corporate, under the name and style of theTrusloea of tho Presbyterian Church of Smyrna, in Newberry County, with all tho rights, powers and privileges heretofore granted to the Trustees of the Presbyterian Ohuroh of Smyrna, iu Newberry Dis? trict, by an Act of the General Assem? bly, passed December, A. D. 1857; and the oharter of same ia hereby renewed and extended for the term of twenty five years. Approved February 27, 1872. JOINT RESOLUTION AUTHORIZING THE STATE TREASURER TO PURCHASE A SET OF FIRE AND BURGLAR-PROOF DOORS FOR THE VAULT IN HIS OFFICE. Be it resolved by the Senate and House of \ Representatives of the Slate of South Caro? lina, now met and siding in General Assem? bly, and by the authority of the same, Thot the State Treasurer be, and he is ] hereby, authorized to purohaao a sot of fire and burglar-proof doors for the vault in his office, at a cost not to exceed [ fifteen hundred dollars, and to bo paid for ont of any moneys in the Treasury not otherwise appropriated. That real and personal property, of every description, may bo taken, acquired, held and disposed of, by an alien, in the! same manner, in all respects, as by a un tural born citizen; sud a title to real and personal property, of every description, may be derived through, from, or in suc? cession to, an alien, iu the same manner, in all respects, as through, from or in vmcaession to, a natural boru citizen.
