Whereas a majority of the peopla of Kershaw County have voted io favor of the erection of a free bridge over Wa tereo Uiver, on the Colombia road, near Camden, to be built and kept np at the expense of said County; therefore, SECTION 1. Be it enacted by the Senate and House of Representatives of the Stale of South Carolina, now met and silling in General Assembly, and by the autliority of the same, That the County of Kershaw be, and is hereby, authorized to bnild a bridge over Wateree Bivor, on tho Co? lombia road, at the Camden ferry, to be kept np and maintained at the expense of said County for the public use, free of toll. SEO. 2. That the County Oommlesion ers of said County, and Mannes Baum, T. H. OlarV and W. M. Shannon be, and are hereby, oonstituted a special com? mission to contract for and snperintend tho construction of said bridge, and to raise and disburse the funds required for the same. SEO. 3. That whenever deemed neces? sary, a majority of said special commis? sion shall issue the bonds of Baid Coan ty, to an amount not exoeeding twenty thousand dollars, payable ten yours after date, and bearing interest at the rate of eight per cent, per annum, payable an? nually, on the first day of July, in each and every year; and shall dispose of said bonds, at such times and places, and in ?doh manner, as a majority of said spo? ols! oommission may direot, to raise fonds for the oooatrnotion of said bridge. SEO. 4. That the Baid County Com? missioners be, and are hereby, author? ized to levy an annual tax on the assessed value of the taxable property hold and owned in said County, not exceeding two mills upon every dollar of the value of aaid property, within the township* of Wateree and DeKalb, of said County, and not exceeding one mill npon ever] dollar of the value of such property within the other townships of said Gouu ty, which tax shall be collected as pro vided by law for the' collection of othei County taxes, and be paid ont by th? County Treasurer, upon the order of i majority ef such special commission. Bao. 5. That the proceeds of said ts: Shall be applied, first, to the payment o the interest on said bonds, and the sur plus, if any, shall be security, investet nnder the direction of joint special oom missioners, and create a sinking fond t be applied to the payment and oxtiu gnishment of said bonds at their mu tnrity, aa said commission may deem es pedient, and when the same are full paid and extinguished, the euid tax sha eease to be levied, aud the said speen commissioner shall cease to exist. SEO. 6. That the said special con: mission shall appoint a treasurer, wh shall give bond beforoeotering upon th discharge of the duties of his olfice, i snoh amount as may be deemed snlBoiet for the purpose, conditioned for tl: faithful discharge of his duties, wh shall receive and disburse the prooeec ot the bonds hereinbefore authorized I be iasned, and all other moneys comic to his bauds, by direction of uuid speoi commission, and bo subject tosuoli rub and regulations as the .said special ooo mission may proscribe. SEO. 7. SEO. 8. Th ut., in cafe of a vacancy any time io said special oommission, t eaaioned by the death, resignation, i moval or refusal to servo of tho sn Mannes Baum, T. H. Clark and W. ] Shannon, or their successors, or any o or more of them, such vacancy shall supplied by tho retnaiuing members such special commission, by appoii ment, from among tim twenty persons said County who shall have paul, in 1 own right, the highest tax to tho Sb for the year next preceding such appui ment. SEC. 9. That for tho purpose of ci blirig the said spacial commission carry into effect the provisions of tl Act, tho said County of Kershaw is vested with all tho rights of the State the piers of tho bridges of tho Carno1 Bridge Company and the landings u road-bod which formerly led to and fri the same; and the suid special comm aion may muko such compensation tho stockholders of - tho said company may be deemed equitable and just the said special commission, under i .irouinstances of the csa?: Provid That the entire cost of suid bridge H the appurtenance* shall not, togetl with the compensation to tho. Came Bridge Company, exceed tho sum twenty thousand dollars. SEO. 10. That th? Camden Brit Company be, and they aro hero! authorized to keep up the Camden Fe ap to and until the opening of ' bridge hereinbefore provided for, at ?ama rates of toll as wore charged the first day of December last; aud aaid company ?hail then oousu to b body politic and corporate; but stockholders thereof shall then bo liberty to sell their property ami asst und divido tho proceeds of thu sn among thom rntably, according to number of the shares of thu said st held by them respectively, having 1 paid t ho debt of the suid corporal i Provided, That nothing contained this section shall conflict with or abridge any of the powers, rights and privileges, hereinbefore conferred upon the said County of Kershaw, or the said special commission. .SRO. ll.
