S?BHTKTUTB.-The man whose oonsoiebos would not peraslt him to ste^l 910,000, bat jattified him in stealing 89,000, must have been related to the Senator from Wisconsin (Mr. Carpenter) who, on Monday last, made an ingenious sp eeo h to prove the uncon? stitutionality of Mr. Sumner's supple? mentary civil rights bill, and then offer? ed the following aa a substituto for it: "SBonoN -. "The bloated bond-holders" among the Southern carpet-baggers defy com? petition in the magnitude of their con? traband operations in bonds, and in State bonds and railway bonds especial? ly. They have by these operations beggared North Oarolina; they have made the State credit of South Oarolina a byword and a grim joke in Wall street; they have thrown the finances of Geor? gia into confusion, and the same story will apply to every State all the way through to the Mexican frontier. The latest reported case of these bond spec? ulating oarpet-baggers "brought to book" is that of Governor Heed, of Flo rika, impeached for certain "high crimes and misdemeanors," in the unlawful issue of large amounts of railway bondB, ?ca. In short, the oarpet-baggers, from North Oarolina to Texas, inclusive, in their bond issues and bond operations throw the Tammany ring in the shade. "And the o ry is, still they a o ruo. " {New York Herald. Says the Richmond Enquirer: "Presi? dent Joseph J. Roberts, recently inau? gurated President of Liberia, under the new constitution, is well known in thia seotion of the country. He had a good common education at Frederioksburg, Ya., and went to Monrovia in 1820. He was appointed Governor of Liberia by the American Colonization Society in 1811. On the declaration of independ? ence by Liberia in Joly, 1847, he was ole ot od the first President. In 1855, having declined re-election, Stephen H. Benson was ohoseu President. In 1861 Mr. Roberts was appointed President ot the Liberia College. He is a rather tall man, of dignified appearance, and both affable and intelligent." The platform and the candidate of the Connecticut Democracy meet with the respect of all fair-minded Republicans. The platform accepts as accomplished facts emancipation, enfranchisement, and equality of civil rights as embodied in the amendments to the Constitution, and demandsu niversal amnesty, the re? form of the tariff and the civil service, and the honest payment of the national debt. It denounces repudiation, execu? tive usurpation, interference in freedom of election, and all attempts to oonoeal corruption and fraud from public view, m ? ? It is rumored in Atlanta that Mrs. Dr. Westmoreland, the authoress of tbs novel Heart Hungry, has been offered by Carleton & Go., her publishers, the round sum of $10,000 for the copyright of her book.
