and the connection of Treasurer Parker
-with the Washington Chronicle, which
is edited by John M. Morris, an officer
of fene United 8tates Senate, Myron Fox,
-who, with Morrie, waa one of the
editors of the Charleston Republican,
and W. W. Holden, tho virtuous im?
peached Governor of North Carolina,
says:
Attention has already been called in
our telegraphic despatches to the report
of the House Committee of the Legisla?
ture of South Carolina on the financial
condition of that State. The full text
of the report, which wo have just re?
ceived, shows conclusively that the most
glaring. frauds have been committed
tb ore by the leading State offioi?ls; that
the indebtedness of the State bas been
more that trebled within a few years, by
au unscrupulous ring of thieves, who
have their agents and allies in this oity
of Washington.
According to this report, the princi?
pal delinquents are the Governor, Mr.
Boothana the Treasurer, Mr. Parker.
TheMSarge against. them is briefly this:
They have issued and put upon the mar?
ket 86,814,000 of bonds, which, in the
opinion of the committee, is an "over
issue." In their report, the committee
show that the State Treasurer, Mr. Par?
ker, shamefully disregarded the law, in
making every month fraudulent reports
of the financial condition of the State.
The committee close their report as fol
"Your committee having reported the
facts and the law under whioh the bonds
have been issued, and feeling satisfied
that the State has been defrauded by
an over-issue of 86.314,000, would, there?
fore, respectfully recommend that this
House take the necessary steps to. hold
accountable those persona who have
violated the laws and ruined the credit
of the State."

The langnage of the committee is strong,
but not too strong, considering tho vii- ?
lainy and the infamy of these- dishonest
public servants. They have surpassed ?>
Tweed and the Tammany ring in shame?
less violation of the ?aw, robbery of the ;
treasury, and disregard of the interests 1
and the trust confided to them.1 South
Carolina has been reduced to beggary
by these unscrupulous adventurers, and
it ia to be hoped that men of all parties K
will nnite in bringing.them to justice.
The time has come fur Republicans of ,
every shade of opinion to - disavow all
connection with those plunderers. Tbey
have brought disgrace on the party in
the South, and almost dragged it down
to min, J
: And not only must these men, Scott j
and Parker, who, ont of. their own
mouths, stand convicted of fraud and. 1
corruption, be punished, but justice j
must be dealt out to their partners in.?

the United States Senate, and, we regrot
to be compelled to say, a member of our
own profession. It is a painful task to be
obliged to write as : we now write, but a
stern sense of duty leaves us no alterna, ?
tive. In his own journal, yesterday, he
admitted his ouuneotion with thia thiev- [
ing State Treasurer, who, a few years '
age, went into South Carolina a mei o ad- '
venturer from a New England bar-room, <
and is to-day enabled to purchase news?
papers and own controliiug interests in >
them. "It matters not," says this 1
editor and officer of the Senate, "how ]
large or how small an interest he may
have in this paper." But it dees "mat?
ter" to the fleeced freedmen of South 1
Carolina, and we trust they will find a .

rights. The principal part of the capi?
tal whioh was paid for this journal, was ?
paid by this man Parker, at the very
time, too, when, according to the report
of this legislative committee, ho .waa .
issuing fraudulent statements of the
debt of the State of South Carolina.
The fact is, State after State has been 1
?dandered lor the benefit of this same i
our nal. Georgia yesterday, and North
Carolina, and now South Carolina. The
Republican leaders, who have the power,
must see that this oomes to an end.
Washington even hos suffered at 'the
hands of some of these people, and the
evidence will be furnished if it shall be?
come necessary to do so. This war has
been foroed upon us, and we accept it.
The public have a olear right to know,
for their own self-protection, when a
man, or a set of men, or a journal, delib- 1
irately joins the "forgers who prey upon
society," and who now Btand accused of ;
high orimes and misdemeanors against
the State of South Carolina. The "pos?
sibilities of journalism" mean, so fur as
they are concerned, "the possibilities"
of plundering State Treasuries.'
